Job Overview: The National Trial Monitoring Officer (NP1) position is a critical role within the OSCE Mission to Montenegro, specifically designed to support the implementation of the Extra-budgetary Project aimed at enhancing the administration of justice in corruption and organized crime cases. The incumbent will be responsible for monitoring and analyzing cases from the indictment phase through to their resolution, ensuring compliance with legal standards and best practices. This role requires a proactive approach to data collection and analysis, as well as the ability to draft comprehensive reports that inform the Mission's recommendations to local authorities. The officer will work closely with the Project Officer and the Deputy Head of Mission, contributing to the overall objectives of the project and ensuring that the findings are effectively communicated to stakeholders. The position is temporary, aligned with the project timeline, and may extend based on funding and project continuation beyond December 31, 2026.
Duties and Responsibilities:
Monitor corruption and organized crime cases throughout their judicial process;
Review and analyze relevant data, drafting reports on compliance with legal frameworks and best practices;
Monitor and report on the performance of judicial and other institutions involved in the investigation and prosecution of corruption and organized crime;
Conduct media analysis and facilitate consultations and discussion forums to enhance stakeholder awareness of recommendations;
Assist the Project Officer in preparing and conducting interviews with selected stakeholders;
Support the design and organization of peer learning events;
Perform preliminary data analysis collected through case monitoring and stakeholder interviews;
Draft quarterly project implementation reports and contribute to the Inception, Mid-term, and Final Reports;
Undertake additional duties as required to fulfill the objectives of the Extra-budgetary Project.
Required Qualifications: Candidates must possess a first-level university degree in law and have a minimum of two years of practical courtroom experience. Proven experience in drafting legal analytical reports is essential, along with a working knowledge of international fair trial and human rights standards. Familiarity with international anti-corruption conventions and the domestic political landscape, including the local judicial structure, is also required. Candidates should demonstrate excellent written and spoken communication skills, with professional fluency in both English and local languages. A strong gender awareness and sensitivity, along with the ability to work collaboratively in a diverse team environment, are crucial for this role. Proficiency in Microsoft applications and a valid driving license are also necessary.

The initial contract will be issued for a standard period, subject to the completion of a probationary period. The monthly remuneration for this position is EUR 2,200.50, with social benefits including participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with potential for higher initial appointments in exceptional cases. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, or relocation, and that appointments are subject to medical clearance.
