The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (RCO) play a crucial role in supporting countries to meet their development priorities. The Development Operations Coordination Office (DCO) was transformed into a stand-alone office within the UN Secretariat, overseeing the resident coordinator system. The DCO aims to ensure that the RC system is optimally configured to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The organization emphasizes collaboration and knowledge sharing among UN entities to advance common priorities.

Job Overview:
The Associate Data Specialist is responsible for engaging with various stakeholders, including counterparts and technical staff, to develop and implement databases, data collection systems, and analytics that enhance statistical efficiency and quality. This role involves collaboration with external partners, including UN funds and specialized agencies, to share information and best practices. The Associate Data Specialist will lead thematic and working groups to facilitate coordination and knowledge sharing among RCO colleagues and UN entities, thereby advancing shared objectives. This position is integral to the Office of the UN Resident Coordinator in Podgorica, Montenegro, and reports directly to the Head of the Resident Coordinator's Office.

Duties and Responsibilities:
The Associate Data Specialist will undertake a variety of responsibilities, including:
  • Implementing databases and data collection systems that enhance statistical efficiency and quality.
  • Analyzing trends and patterns using statistical methods to identify relevant features in structured data sources.
  • Improving processes for data analytics tasks, including data acquisition and cleaning.
  • Developing monitoring, evaluation, and learning (MEL) products for UN Sustainable Development Cooperation Frameworks.
  • Creating reports, dashboards, and tools to summarize findings for management, partners, and donors.
  • Compiling data insights and preparing materials for stakeholder communications, including basic data visualizations.
  • Staying updated on trends in data analytics best practices and technologies.
  • Supporting data preparation and preliminary analysis, assisting team members with data verification and reporting tasks.
  • Aiding in monitoring, evaluation, and learning cycles to support national counterparts and statistical processes. 1
  • Performing other related tasks as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or social sciences. Alternatively, a first-level university degree (Bachelor's) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should demonstrate knowledge and skills in translating business requirements into technical solutions, data management, and effective communication of complex technical matters to diverse audiences.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or social sciences is required. A first-level university degree (Bachelor's degree or equivalent) may be accepted with two additional years of qualifying experience.

Experience:
A minimum of two years of progressively responsible experience is required, demonstrating the ability to translate business requirements into technical solutions. Candidates should have experience in data management, including extracting, transforming, and loading data from various sources. Skills in data storytelling and visualization tools such as Tableau, Power BI, Qlik, and R are desirable.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, as well as proficiency in Montenegrin. The required level for each language skill is UN Level II for reading, writing, listening, and speaking in both English and Montenegrin.

Additional Notes:
This is a Fixed Term position for a duration of one year, with no expectation of renewal. The appointment is subject to budgetary approval and availability of the post. The position is open to nationals of Montenegro only, and female candidates are strongly encouraged to apply. Candidates residing outside Montenegro may be considered if no suitable local candidates are found, but they will be responsible for relocation costs.
