The United Nations Development System has undergone significant reforms since January 1, 2019, aimed at enhancing its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this transformation, providing support to countries in meeting their development priorities. The Development Operations Coordination Office (DCO) has been established as a stand-alone entity within the UN Secretariat, overseeing the resident coordinator system and ensuring alignment with the UN Sustainable Development Group's objectives. The DCO's recalibration in 2026 aims to optimize the RC system's configuration to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The Partnerships Officer position is integral to this mission, providing strategic advice and support for partnerships that advance the SDGs.

Job Overview:
The Partnerships Officer is responsible for providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships with civil society, the private sector, and other stakeholders to achieve the SDGs. This role involves advising on the development and implementation of the UN Partnership Strategy, facilitating effective collaboration among UN entities, and engaging with external stakeholders to foster partnerships. The officer will also participate in resource mobilization initiatives, support the management of pooled funds, and work closely with the Resident Coordinator and UNCT to identify risks and opportunities related to partnerships. The position requires a proactive approach to building relationships with various partners and ensuring that the UN's partnership strategies are effectively implemented and monitored.

Duties and Responsibilities:
  • Assist with the provision of substantive support for strategic planning and coordination of UNCT strategic partnerships, including advising on the UN Partnership Strategy and supporting working groups for effective implementation.
  • Conduct liaison and coordination with UN entities and external stakeholders to define value propositions for local partnerships.
  • Provide substantive support to the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships, including due diligence processes.
  • Participate in joint partnership and resource mobilization initiatives, developing locally tailored strategies and monitoring existing partnerships.
  • Work closely with the Resident Coordinator Office Economist and finance experts to promote partnerships that support financing for the SDGs.
  • Contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level, including maintaining a knowledge repository of potential donors and best practices.
  • Perform other related tasks as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education is required. A first-level university degree with additional qualifying experience may be accepted. Completion of programs in data analytics or related areas is advantageous.

Experience:
A minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in development cooperation is required. Candidates should have experience in designing and implementing partnerships, developing strategic partnerships across various sectors, and preparing project proposals. Experience in resource mobilization strategies and inclusion strategies promoting gender equality and youth participation is desirable. Familiarity with applied partnerships in areas such as food systems, digital transformation, and climate action is also beneficial.

Languages:
Fluency in English and Montenegrin is required for this position. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in both languages, with specific levels outlined according to the UN Language Framework.

Additional Notes:
This is a Fixed Term position available for a duration of one year, with no expectation of renewal. The appointment is subject to budgetary approval and the availability of the post. The position is open to nationals of Montenegro only, and candidates must possess national experience or knowledge of the local context.
