Job Overview:
The Programme Manager position within the OSCE Mission to Montenegro is a senior role that involves overseeing the Security Co-operation and Governance Programme. This programme is crucial for the development and functioning of rule of law and law enforcement institutions in Montenegro, with a focus on combating organized crime, corruption, and trafficking. The Programme Manager will be responsible for strategic planning, budgeting, and the overall administration of the programme. Duties and Responsibilities:
The duties and responsibilities of the Programme Manager include:

• Managing the Security Co-operation and Governance Programme, including strategic planning, budgeting, monitoring, and evaluation.
• Leading and managing a team of four staff members, ensuring their performance aligns with programme goals.
• Providing expert advice to relevant ministries and law enforcement institutions to support sustainable security sector reform.
• Advising the Head of Mission and Deputy Head of Mission on programme implementation and future planning, including funding strategies.
• Representing the OSCE in discussions with senior officials, international organizations, and civil society to foster cooperation and information exchange.
• Facilitating internal communication and coordination among different mission programmes.
• Preparing speeches, policy papers, and briefing materials, ensuring adherence to OSCE standards.
• Performing additional duties as required to support the mission's objectives.

Required Qualifications:
Candidates must possess a first-level university degree in security studies or law, complemented by significant work experience in criminal justice or law enforcement. A minimum of six years of relevant professional experience is required, with a strong emphasis on strategic management in justice and security sectors. Candidates should demonstrate excellent management, organizational, communication, and analytical skills, along with the ability to work under pressure and meet tight deadlines.
