Job Overview:
The Programme Manager will oversee the Security Co-operation and Governance Programme, which is crucial for the development and functioning of rule of law and law enforcement institutions in Montenegro. This role involves strategic planning, budgeting, and administration of the programme, ensuring that it effectively addresses issues such as organized crime, corruption, and human trafficking. The Programme Manager will work closely with various stakeholders, including government ministries, international organizations, and civil society, to provide expert advice and facilitate cooperation in the security sector reform process. The position requires strong leadership, analytical skills, and the ability to manage a team while maintaining a focus on the programme's objectives and the OSCE's mission.

Duties and Responsibilities:
The Programme Manager will be responsible for managing the Security Co-operation and Governance Programme, which includes:
  • Leading annual strategic planning and budgeting processes, ensuring alignment with the OSCE's mandate and objectives.
  • Monitoring and evaluating programme activities to assess effectiveness and impact.
  • Managing a team of four staff members, providing guidance and support to enhance their performance.
  • Advising relevant ministries and law enforcement institutions on sustainable approaches to security sector reform.
  • Providing timely expertise to the Head of Mission and Deputy Head of Mission on programme implementation and future planning.
  • Representing the OSCE in discussions with senior officials, international organizations, and civil society to foster cooperation and information exchange.
  • Preparing speeches, policy papers, and briefing materials, ensuring quality control in accordance with OSCE standards.
  • Performing other duties as required to support the mission's objectives.

Required Qualifications:
Candidates must possess a first-level university degree in security studies or law, along with significant work experience in criminal justice or law enforcement. They should demonstrate strong management, organizational, communication, analytical, and interpersonal skills. A proven track record in reform processes related to justice and security sectors at national or international levels is essential. Candidates must also exhibit cultural sensitivity, flexibility, and the ability to work under pressure while maintaining impartiality and objectivity.

Educational Background:
A first-level university degree in security studies or law is mandatory for this position. This educational background should be complemented by substantial work experience in relevant fields such as criminal justice or law enforcement, which is critical for understanding the complexities of the role.

Experience:
A minimum of six years of relevant professional experience is required, particularly in areas related to criminal justice, law enforcement, or security sector reform. Candidates should have experience in managing programmes and personnel, as well as in policy formulation and project management, which are vital for the successful execution of the Programme Manager's responsibilities.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Knowledge of additional languages, particularly those relevant to the local context in Montenegro, is considered desirable and may enhance a candidate's suitability for the role.

This position is classified as a Senior Professional role within the OSCE and is offered on a fixed-term basis. The contract type is international secondment, and the position is full-time.
