Job Overview:
The consultancy aims to conduct an independent, systematic, and evidence-based evaluation of two community-based health promotion and screening projects in Myanmar. The consultant will assess the relevance, effectiveness, efficiency, and quality of implementation of these projects, which are focused on mental health, oral health, and integrated care for the elderly. The evaluation will involve reviewing project documents, developing evaluation methodologies, conducting field visits, and interviewing stakeholders to gather insights on the projects' impact and challenges. The consultant will also identify good practices and provide recommendations for future health promotion initiatives.

Duties and Responsibilities:
The consultant will be responsible for reviewing project documents, proposals, work plans, monitoring data, and progress reports for both projects. They will develop evaluation methodologies and tools, conduct field visits to project sites, and interview relevant stakeholders including community workers, teachers, and project coordinators. The consultant will assess the coverage and reach of beneficiaries, the quality of training and screening activities, and identify challenges and contextual factors affecting implementation. Finally, the consultant will prepare two separate consolidated evaluation reports covering both projects, along with a brief presentation of key findings and recommendations.

Required Qualifications:
Candidates must possess an M.B.B.S degree as essential educational qualification. An advanced university degree in public health, social sciences, health systems, monitoring and evaluation, or a related field is desirable. Candidates should have at least 5 years of professional experience in monitoring, evaluation, or health programme assessment, with previous experience in faith-based or community-based organizations being an advantage. They should demonstrate professional experience in evaluating community-based health projects and possess strong analytical and report-writing skills in English.

Educational Background:
Essential educational qualifications include an M.B.B.S degree. A desirable qualification is an advanced university degree in public health, social sciences, health systems, monitoring and evaluation, or a related field. Candidates must have their degrees from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
Candidates are required to have a minimum of 5 years of professional experience in monitoring, evaluation, or health programme assessment. Desirable experience includes working with faith-based or community-based organizations, evaluating community-based health, mental health, NCD, eye, ear, oral health, or health promotion projects. Proven experience in conducting field-based qualitative and mixed-methods evaluations is essential, along with experience in school health or adolescent health programmes.

Languages:
Essential languages include expert knowledge of writing and speaking in English and Myanmar. Proficiency in these languages is crucial for effective communication and reporting during the evaluation process.

Additional Notes:
The consultancy is expected to last for 26 working days from 1st May to 6th June 2026, with a remuneration of USD 165 per day, totaling USD 4,29
  • The consultant will be required to travel to Ayeyawaddy region for 5 days and Mandalay for 5 days. The position is home-based in Yangon, and candidates should be aware that WHO has a zero-tolerance policy towards sexual exploitation and abuse, and all members of the workforce are expected to adhere to the highest ethical and professional standards. Candidates must confirm their vaccination status as required by WHO before undertaking the assignment.
