Job Overview: The Technical Officer position is integral to the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Myanmar, which is a five-year initiative funded by the United States Government. The project aims to enhance HIV case-finding, prevention, treatment programming, and viral load suppression among high-risk or vulnerable populations. The Technical Officer will work closely with clinical teams and sub-partners to ensure the delivery of high-quality technical services that align with the project's goals. This role involves contributing to the development of the EpiC Myanmar technical strategy, knowledge management processes, and training strategies, as well as conducting training activities within assigned technical areas. The Technical Officer will also be responsible for providing technical support to implementing partners, developing and disseminating tools and materials, and ensuring that the project remains relevant and impactful.
Duties and Responsibilities: The Technical Officer will have a variety of responsibilities, including providing technical support for implementing partners in the context of HIV response in Myanmar, which involves training and preparing technical documents such as SOPs, guidelines, and toolkits. The officer will assist in developing and disseminating tools, materials, reports, and interventions for projects. They will support the Senior Technical Advisor in organizing training programs, capacity-strengthening activities, and technical update sessions for partners. The officer will also develop knowledge management tools that showcase the EpiC project portfolio and update the technical support plan for partners. Regular reviews of national and global guidelines will be conducted, and the officer will collaborate with team members on technical support visits, providing feedback to partners and contributing to reporting processes. Additionally, the officer will support the preparation of technical documents and training reports, ensure proper archiving of technical contents, and coordinate communication with local partners for organizing relevant meetings and workshops.
Required Qualifications: Candidates must possess a Bachelor’s degree or higher in health, public health, epidemiology, social work, or other relevant disciplines. A minimum of three years of experience in designing, establishing, and managing monitoring systems is required, along with experience working on projects that support high-risk or vulnerable populations. A sound understanding of HIV/AIDS clinical care, including anti-retroviral therapy (ART), sexually transmitted infections, Pre-exposure prophylaxis (PrEP), outreach strategies, and case management in the context of high-risk populations in Myanmar is essential. Familiarity with the Myanmar Public Health sector, including national programs, International NGOs (INGOs), and Community-Based Organizations (CBOs) active in the HIV response, is also necessary. Previous experience on HIV programs funded by international donors such as Global Fund and USAID is regarded as an asset.
Educational Background: The position requires a Bachelor’s degree or higher in relevant fields such as health, public health, epidemiology, or social work. This educational background is crucial for understanding the complexities of HIV service delivery and the public health landscape in Myanmar.
Experience: The ideal candidate should have a minimum of three years of relevant experience, particularly in designing and managing monitoring systems and working on projects that support high-risk or vulnerable populations. Experience in the HIV/AIDS sector, particularly in clinical care and outreach strategies, is highly valued.
Languages: Fluency in English, both written and oral, is mandatory. Advanced proficiency in the Myanmar language is strongly preferred, as it will facilitate communication with local partners and stakeholders.
Additional Notes: This position is based in Yangon, Myanmar, and is a contract role that extends up to September 30, 2026, with possibilities for extension. The role involves minimal travel (approximately 5% of the time) to other cities outside Yangon.
