Job Overview:
As a Project Officer within the Transport Sector Division, you will play a crucial role in providing technical and operational support for project processing and implementation in the transport sector. This position is strategically located at the Georgia Resident Mission, where you will work closely with both ADB headquarters staff and local government officials. Your primary responsibilities will include overseeing the implementation of assigned transport projects, conducting reviews, monitoring progress, and identifying issues that may arise during project execution. You will also be responsible for advising executing and implementing agencies on ADB procurement and consultant recruitment guidelines, ensuring compliance with ADB policies, and participating in fact-finding missions to review technical designs and cost estimates. Additionally, you will support project preparation through analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis and contribute to sector assessments by maintaining knowledge of government investment plans and sector-related policies. Your role will also involve maintaining a management information system to track project progress and participating in various portfolio review missions to assess transport sector performance.

Duties and Responsibilities:
The duties and responsibilities of the Project Officer include: overseeing the implementation of assigned transport projects by conducting regular reviews and monitoring progress; identifying issues and coordinating corrective actions as necessary; advising executing and implementing agencies on ADB procurement and consultant recruitment guidelines; reviewing bidding documents to ensure compliance with ADB policies, including safeguards and anti-corruption measures; participating in fact-finding missions to review technical designs, cost estimates, and procurement packaging; supporting project preparation through technical analysis and addressing procurement and technical issues; conducting transport sector research and analyzing sector issues; maintaining accurate data on implementation progress, contract awards, disbursements, and reporting deliverables; participating in Tripartite Portfolio Review Missions and Country Portfolio Review Missions; supporting capacity-building of executing agencies by assessing implementation capacity and coordinating ADB-led development programs; and performing other responsibilities as assigned by your supervisor.

Required Qualifications:
To qualify for the Project Officer position, candidates must possess a Bachelor's degree in Civil Engineering, preferably with advanced training. Additionally, candidates should have at least 8 years of relevant professional experience, demonstrating expertise in project management and implementation within the transport sector. Familiarity with different stages of the project cycle, including project planning, feasibility analysis, detailed design, project implementation, construction management, and contract management, is essential. Candidates should also have sound knowledge of government administrative procedures and best practices in procurement and disbursement processes. Proficiency in written and verbal communication skills in English is mandatory, and familiarity with local languages and institutions is considered an asset. Candidates should also be proficient in using technology packages, including word-processing software, spreadsheets, and presentation tools.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Civil Engineering. Advanced training in relevant fields is preferred, as it enhances the candidate's qualifications for the role. A strong foundation in civil engineering principles and practices is essential for effectively managing transport projects and ensuring compliance with ADB standards.

Experience:
Candidates must have a minimum of 8 years of relevant professional experience in project management and implementation within the transport sector. This experience should encompass various stages of the project cycle, including planning, feasibility analysis, design, implementation, and contract management. Additionally, candidates should have at least two years of relevant experience outside of ADB within the past five years, which may include roles as a consultant or contractor. This requirement ensures that candidates bring a diverse range of experiences and perspectives to the position.

Languages:
Proficiency in English is mandatory for this position, as effective communication is crucial for collaboration with ADB staff and government officials. This position is classified as a local staff position, open only to nationals and residents of Georgia. It is a fixed-term appointment with the option to renew for an initial period of three years, following specific administrative guidelines.
