Job Overview: The National Consultant will report to the WPS Programme Specialist and will be supported by the WPS Programme Associate. The primary function of this position is to provide technical, coordination, and policy support across critical thematic areas in the Philippines, particularly in Governance, Peace, and Security (GPS). The consultant will be responsible for implementing and managing key initiatives related to governance, peace, and security, including emerging work on women, climate, peace, and security. This role involves leading the implementation of the GPS Philippine portfolio, supporting technical coordination among government agencies, organizing workshops, and mainstreaming initiatives related to the United Nations Security Council Resolution 132
The consultant will also provide implementation support to various UN Women programs, advocate for knowledge building and management, and offer policy support aligned with international and regional frameworks.
Duties and Responsibilities:
Provide coordination and substantive technical support for the implementation and management of key initiatives linked to governance, peace, and security, including the emerging work on women, climate, peace, and security. This includes leading the implementation of the GPS Philippine portfolio, supporting technical coordination across national and regional government agencies, organizing workshops for monitoring and evaluation of the NAP WPS 2023-2033, and supporting capacity-building activities for key agencies and stakeholders.
Provide implementation support to other UN Women and W/CPS programs, such as the Women Peace Humanitarian Fund (WPHF) and the Joint Programme on 'Empowering Women for Sustainable Peace in the BARMM'. This involves coordinating with Manila-based and national partners for advocacy, partnerships, project implementation, and monitoring activities related to WPS, GPS, and CPS.
Advocate and facilitate knowledge building and management, contributing to the development of knowledge products and coordinating major advocacy campaigns, events, and workshops.
Provide policy support across key thematic areas, reviewing and providing input on key policy proposals linked to GPS/WPS, EVAW, and WEE, and hosting policy dialogues among stakeholders.
Required Qualifications: The position requires a Master’s degree or equivalent in social sciences, political science, human rights, gender equality, management, or related areas. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should possess excellent analytical skills, strong knowledge of UN Women processes and systems, and strong networking and interpersonal skills. The ability to communicate effectively with staff at all levels of the organization and work in a highly pressured environment is essential.
Educational Background: Candidates must hold a Master’s degree or equivalent in relevant fields such as social sciences, political science, human rights, gender equality, or management. Alternatively, a first-level university degree with two years of relevant experience may be accepted.
Experience: At least one year of relevant experience in gender, peacebuilding, or Women Peace and Security is required. Candidates should demonstrate capability in project coordination, networking, and support programming. Proven experience in coordinating and implementing development projects and activities is essential, along with a strong understanding of gender equality, women’s empowerment, and related UN mandates.
Languages: Proficiency in English and Filipino is required for this position.
Additional Notes: This is a home-based consultancy position based in Manila, Philippines, with potential field missions in GPS project areas. UN Women will provide the National Consultant with substantive inputs to ensure the completion of deliverables. The consultant may access the UN Women Philippines office for document printing or on-site work as needed. Any travel related to the deliverables will be arranged by UN Women according to its rules and regulations.
