Job Overview:
As a Principal Planning and Policy Economist at ADB, you will play a crucial role in advising on operations planning and coordination issues related to ADB's financing resources and development products. This includes overseeing the management of ordinary capital resources, concessional resources, and the Asian Development Fund (ADF). You will be responsible for leading the preparation of key documents for mid-term reviews and replenishment meetings, coordinating with donors, and implementing ADF policies. Your expertise will be vital in establishing new financing mechanisms to support ADB's corporate priorities and ensuring the quality of reports and strategies. You will also oversee junior team members, providing guidance and support to enhance their performance and development.

Duties and Responsibilities:
Your primary responsibilities will include leading the implementation of specific windows of the ADF 14 framework, preparing papers for ADF mid-term reviews and replenishment meetings, and implementing debt deferral clauses. You will contribute to the Work Program and Budget Framework, prepare materials for meetings, and participate in committees and task forces. Additionally, you will act as a resource person for internal training and external briefings on ADF policies, create and lead diverse teams, and ensure the quality of work produced by your team. Regular monitoring and feedback on performance will be essential to foster ongoing learning and development among reporting staff.

Required Qualifications:
To qualify for this position, you should possess a Master's Degree in Economics or an equivalent qualification. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. You must have a minimum of 12 years of relevant professional work experience, with a strong understanding of ADB's operations and expertise in economic analysis. Your ability to lead diverse teams, exercise supervision, and coordinate effectively will be critical. Proficiency in written and verbal English is mandatory, and familiarity with ADB's Competency Framework for TI3 is required.

Educational Background:
A Master's Degree in Economics is preferred for this role, although a university degree with significant relevant experience may also be acceptable. The educational background should provide a solid foundation in economic principles and analytical skills necessary for the position.

Experience:
Candidates should have at least 12 years of relevant professional experience, demonstrating a comprehensive understanding of ADB's operations and the ability to lead and coordinate teams effectively. International experience working in various countries, particularly within multilateral or bilateral agencies, is highly valued.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. Knowledge of additional languages may be considered an asset but is not explicitly required.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
