Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">Security and Emergency Services Specialist position is integral to the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD) at ADB. The role is based at the ADB Headquarters in Manila, Philippines, and requires relocation, with all reasonable relocation expenses covered. The specialist will report to the Director of CSRS and will work under the technical guidance of the Head of the Headquarters Security Unit. The primary responsibility of this position is to strengthen and implement security and safety policies and programs that protect ADB personnel, facilities, assets, and official visitors. The specialist will provide subject matter expertise and leadership in developing protective security solutions that align with the HQ Security Unit's annual work program. The role encompasses daily physical and technical security operations, incident and emergency response, and stakeholder engagement, with a focus on security operations, guard force management, executive protection, special event security, program management, and client engagement.
Duties and Responsibilities: The duties and responsibilities of the Security and Emergency Services Specialist include:
Providing physical security expertise in implementing the HQ annual work program, including contract oversight, quality assurance, and coordination of contracted providers.
Overseeing daily HQ security operations, including guard force management, executive protection, event security coordination, and contracted service delivery.
Managing security planning and quality assurance for high-level visits, delegations, and internal events.
Conducting risk assessments and developing operational plans aligned with international standards to implement protective measures, standard operating procedures, and security best practices.
Developing and updating security policies and procedures to reflect the HQ risk profiles, geopolitical developments, and security threats.
Supporting end-to-end management of security service contracts, including guarding, access control, CCTV, executive protection, alarms, and secure transportation.
Ensuring contractor compliance with scope, Service Level Agreements (SLAs), and institutional standards.
Establishing performance metrics, conducting audits and inspections, assessing contractor performance, and implementing remediation or escalation measures.
Developing technical specifications, Statements of Work, and tender evaluation criteria for security procurements. 1
Coordinating executive protection operations with the Office of the President, Advisors, Field Offices, and the Field Security Unit, and liaising with host nation government authorities, diplomatic missions, International Financial Institutions, the United Nations, and peer organizations on security and crisis management matters. 1
Working with CSRS teams, including the Security Operations Center, to ensure integrated service delivery, and participating in the Duty Officer roster and the activation of the Headquarters Crisis Response Team. 1
Providing guidance and performance management support to junior team members through clear direction, regular monitoring, and constructive feedback. 1
Performing other duties as may be assigned and reflected in the workplan.
Required Qualifications: The required qualifications for the Security and Emergency Services Specialist position include:
A University degree in public or business administration, political science, law" style="border-bottom: 1px dotted #007bff !important;">international law, or related fields; preferably at the post-graduate level or equivalent.
Professional certifications such as Certified Protection Professional (CPP), Physical Security Professional (PSP), International Organization for Standardization (ISO), or equivalent are considered advantageous.
A minimum of 6 years of professional experience in corporate security, disaster or emergency management, and liaison with government security services within a corporation, government organization, international institution, or diplomatic security setting.
International experience working in several countries is essential.
Demonstrated operational experience in protective security operations for critical infrastructure and special events, including guard force management, executive protection, and application of security technologies.
Experience with contract oversight, vendor management, and security-related procurement processes and best practices.
Experience in liaising and engaging with senior staff, and with senior officials in client governments, collaborator agencies, and civil society.
Experience with physical security information technologies, supporting modernization initiatives, including system upgrades, integration, digitization, and lifecycle management of security infrastructure.
Leadership experience, including mentoring junior team members. 1

Educational Background: The educational background required for the Security and Emergency Services Specialist position includes a University degree in public or business administration, political science, international law, or related fields. Additional Notes: This appointment is open to both internal and external applicants and is a fixed-term appointment for an initial period of 3 years. At the end of this initial period, the appointment may be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date, depending on the needs of ADB and the performance of the staff member.
