Job Overview:
The Planning, Monitoring and Evaluation (M&E) Associate will play a crucial role in supporting the UNFPA Country Office in Manila, Philippines, by providing technical inputs for planning, monitoring progress, and facilitating results-based reporting. This position is integral to knowledge management and promotes the use of results information for program and management adaptations. The Associate will ensure high-quality evaluation processes across both development and humanitarian contexts, reporting directly to the Planning, Monitoring and Evaluation Specialist. The role requires close coordination with the Sub-Office in Cotabato and other Country Office teams to advance the implementation of the UNFPA 9th Country Programme Document (CPD) in alignment with government priorities. The Associate will be responsible for results-based management, including effective planning, monitoring, reporting, knowledge management, and evaluation, to ensure the successful execution of the Country Programme.

Duties and Responsibilities:
The duties and responsibilities of the Planning, Monitoring and Evaluation Associate include: A. Results Planning: Providing technical inputs to the country programme formulation, supporting the design of proposals, contributing to the development of M&E frameworks, ensuring the development of annual and multi-year results plans, and preparing field monitoring plans. B. Monitoring: Providing technical inputs to monitor results against CPD targets, conducting field monitoring, coordinating the integration of humanitarian response indicators, and conducting Post-Distribution Monitoring surveys. C. Results Reporting and Communication: Facilitating reporting of country programme results, analyzing data for decision-making, ensuring quality assurance of reports, and preparing communication materials for internal and external dissemination. D. Evaluation: Supporting the implementation of the UNFPA Evaluation Policy, contributing to the development of the costed evaluation plan, and ensuring the use of evaluation findings in decision-making. E. Knowledge and Information Management: Contributing to knowledge management, providing technical guidance to staff and partners, and maintaining data repositories for various interventions. F. Additional Duties: Carrying out any other duties as required by UNFPA leadership.

Required Qualifications:
The position requires a completed Secondary Level Education as a minimum, with a university degree at bachelor’s level or higher in relevant fields such as statistics, development studies, economics, public health, population studies, demography, or other related social sciences being desirable. Candidates must have a minimum of 7 years of progressively responsible experience in results-based management, including planning, monitoring, reporting, evaluation, information management, or knowledge management within development and/or humanitarian contexts. Experience in managing evaluation processes and familiarity with the humanitarian-development-peacebuilding nexus is also required. Proficiency in data visualization and analytical software, as well as strong analytical and report writing skills, are essential.

Educational Background:
Candidates must possess at least a completed Secondary Level Education. A university degree at the bachelor’s level or higher in fields such as statistics, development studies, economics, public health, population studies, demography, or any other related social science discipline is desirable. This educational background is crucial for understanding the complexities of the role and the context in which UNFPA operates.

Experience:
The position requires a minimum of 7 years of progressively responsible experience in results-based management, which includes planning, monitoring, reporting, evaluation, information management, or knowledge management within development and/or humanitarian contexts. Candidates should have experience in managing evaluation processes and supporting programme monitoring and evaluation in humanitarian contexts. Familiarity with the humanitarian-development-peacebuilding nexus is desirable, as is field experience with UN humanitarian and development programmes. The ability to synthesize programme performance data and produce analytical reports is also required.

Languages:
Fluency in English and Filipino is mandatory for this position. Knowledge of local languages in UNFPA target regions and provinces is considered an asset, as it can enhance communication and engagement with local communities and stakeholders.

Additional Notes:
This is a full-time position with a fixed-term contract lasting one year. The role is non-rotational, meaning that the Associate will remain in the Manila office for the duration of the contract.
