Job Overview: The Outbreak Response Specialist plays a crucial role in providing technical support to the STRengthening Infectious Disease DEtection Systems (STRIDES) Activity in Guatemala. This position is responsible for enhancing national and subnational outbreak detection and response systems. Under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Technical Director, the Specialist will design, coordinate, implement, and monitor outbreak preparedness and response activities that align with the STRIDES Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security workplan. The role requires close collaboration with various stakeholders, including the Ministry of Health, to strengthen rapid response teams and improve outbreak investigation capacity. The Specialist will also contribute to the development of training strategies and technical materials, ensuring effective communication and documentation of progress towards STRIDES objectives.
Duties and Responsibilities: The Outbreak Response Specialist will undertake a variety of duties including providing technical leadership for outbreak preparedness and response activities, ensuring alignment with project objectives. Responsibilities include guiding the application of the 7-1-7 methodology, updating the Rapid Response Team Operations Manual, and providing technical input to national guidelines related to outbreak response. The Specialist will coordinate with laboratories and Ministry of Health counterparts to facilitate effective outbreak response operations, support training of Rapid Response Teams, and design emergency response exercises. Additionally, the Specialist will ensure timely communication with FHI 360 teams regarding emergency response activities and produce high-quality technical documentation and reports.
Required Qualifications: Candidates must possess strong facilitation, training, and mentoring skills, with experience in designing and delivering adult-learning curricula. Coordination skills are essential for effective collaboration with government counterparts and technical partners. Familiarity with specimen management practices and excellent communication skills in both Spanish and English are required. The ability to analyze information and recommend solutions based on the country’s context is crucial, as is the capacity to work independently and collaboratively in complex environments.
Educational Background: A Master’s degree or its international equivalent in epidemiology, public health, emergency medicine, Supply Chain/Logistics, or a related field is required for this position. This educational background is essential for understanding the complexities of outbreak response and public health initiatives.
Experience: Candidates should have at least 6 years of experience applying field epidemiological principles and outbreak investigation methods. Experience in leading infectious disease surveillance and emergency operations is necessary, along with familiarity with emergency logistics and supply chain systems for health. Prior work experience in a non-governmental organization, government agency, or private organization is preferred, demonstrating a solid understanding of the operational landscape in public health.
Languages: Full proficiency in Spanish is mandatory, while intermediate written and verbal skills in English are also required. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
Additional Notes: This position does not have supervisory responsibilities and reports directly to the Project Technical Director. The role requires domestic travel approximately 25% of the time.
