Job Overview:
This position involves providing consultancy services focused on multisectoral competitiveness and local content regulations in Equatorial Guinea. The consultant will be expected to analyze the current state of competitiveness across various sectors and develop recommendations for enhancing local content regulations. The role requires a deep understanding of the local economic landscape, stakeholder engagement, and the ability to deliver actionable insights that can drive policy changes. The consultant will work closely with UNDP and local stakeholders to ensure that the recommendations are practical and aligned with national development goals. The assignment is expected to last for 60 days over a period of 10 weeks, during which the consultant will conduct research, hold consultations, and prepare a comprehensive report detailing findings and recommendations.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a thorough analysis of the current competitiveness landscape in Equatorial Guinea, focusing on key sectors.
  • Engage with local stakeholders, including government agencies, private sector representatives, and civil society organizations, to gather insights and perspectives on local content regulations.
  • Develop a set of recommendations aimed at enhancing multisectoral competitiveness and improving local content regulations.
  • Prepare and present a detailed report summarizing findings, recommendations, and potential implementation strategies.
  • Facilitate discussions and workshops with stakeholders to validate findings and refine recommendations.
  • Ensure that all deliverables are completed on time and meet the quality standards set by UNDP.
  • Provide ongoing support and advice to UNDP throughout the consultancy period.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A strong background in economics, public policy, or a related field.
  • Proven experience in conducting research and analysis related to competitiveness and local content regulations.
  • Familiarity with the economic and regulatory environment in Equatorial Guinea or similar contexts.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Strong analytical and problem-solving skills, with a track record of delivering actionable recommendations.
  • Proficiency in project management and the ability to work independently and as part of a team.

Educational Background:
Candidates should have at least a master's degree in economics, public policy, international development, or a related field. A PhD would be an advantage, particularly for those with a focus on economic competitiveness or regulatory frameworks. Relevant certifications or training in project management or consultancy would also be beneficial.

Experience:
The position requires a minimum of 5 years of relevant professional experience in consultancy, economic analysis, or policy development. Experience working with international organizations, particularly in the context of development projects, is highly desirable. Familiarity with the specific challenges and opportunities in Equatorial Guinea's economic landscape will be considered an asset.

Languages:
Fluency in Spanish is mandatory, as it is the official language of Equatorial Guinea. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders and documentation. Knowledge of French or Portuguese would be considered a plus, given the regional context.
