Job Overview:
The Planning, Monitoring and Evaluation (PM&E) Coordinator is responsible for integrating a Results-Based Management (RBM) approach into the United Nations Sustainable Development Cooperation Framework (UNSDCF) of Pakistan and the Strategic Note, Annual Work Planning, and Reporting of UN Women Pakistan. This role involves managing Learning, Monitoring, and Evaluation (LME) activities, assessing and analyzing program results, and providing technical support on Results-Based Planning, Reporting, Monitoring, Evaluation, and Learning. The PM&E Coordinator will collaborate closely with the Partnership and Communications Unit to guide programming in inclusive and resilient economies and gender-inclusive financing. The position requires a strategic mindset to ensure compliance and accountability in program monitoring and evaluation, as well as the ability to develop policy documents and strategic plans that align with global priorities.

Duties and Responsibilities:
  • Provide specialized technical support on the strategic direction of the office and multi-stakeholder forums led by UN Women, including support to senior management on strategic areas and compliance in program monitoring, reporting, and evaluation.
  • Prepare economic analyses to guide programming in inclusive and resilient economies and gender-inclusive financing, leading the preparation of briefs and strategic documents for GIF initiatives.
  • Facilitate the incorporation of monitoring and reporting into program formulation by developing monitoring indicators, calendars, and quality assurance processes.
  • Monitor and track results against country/regional targets and UN Women Strategic Plan, drafting and monitoring the CO Monitoring, Evaluation, and Research Plan.
  • Support reporting of results to internal and external audiences, facilitating the meeting of reporting requirements and drafting donor and program reports.
  • Contribute to knowledge and capacity building by disseminating good practices and developing capacity development tools for RBM, monitoring, and evaluation.

Required Qualifications:
The position requires a strong understanding of Results-Based Management principles and practices, as well as experience in monitoring and evaluation methodologies. Candidates should have proven skills in program design, implementation, and evaluation, along with the ability to analyze complex data and produce clear reports. Strong communication and interpersonal skills are essential for engaging with stakeholders and facilitating multi-stakeholder forums. Candidates should also demonstrate a commitment to gender equality and women's empowerment.

Educational Background:
A master's degree in social sciences, international development, gender studies, or a related field is required. Additional certifications in monitoring and evaluation or project management would be advantageous.

Experience:
Candidates should have at least 5 years of relevant experience in program monitoring and evaluation, preferably within the UN system or international development organizations. Experience in gender-focused programming and knowledge of the socio-economic context in Pakistan is highly desirable.

Languages:
Fluency in English is mandatory, and knowledge of Urdu or other local languages is an asset. Proficiency in additional languages would be considered a plus.

Additional Notes:
This is a national UNV assignment, and the UN Volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 131,372 is provided monthly to cover housing, utilities, and living expenses. The position includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service.
