Job Overview: The HR Business Partner (HRBP) plays a crucial role in managing the interface between business units and the Human Resources function at UNFPA. This position involves providing strategic HR client services and driving HR programs and initiatives within the assigned client area. The HRBP will report to the Deputy HR Director and is expected to facilitate the identification and meeting of Human Resource needs and objectives, aligning HR initiatives with the organization’s strategic goals. The HRBP will also supervise a team of HR specialists and assistants, ensuring the delivery of timely and client-focused HR support. This role requires a strong understanding of HR policies and practices, as well as the ability to advise and guide client managers effectively. The HRBP will work closely with various stakeholders within the UN system to modernize HR policies and practices, ensuring they are relevant and effective in a rapidly changing environment.
Duties and Responsibilities:
Policy Advice: Serve as the primary contact for policy-related matters, advising staff and managers on HR policies and practices, and managing the implementation of these policies at the local level.
Organizational Effectiveness/Business Consulting: Participate in corporate HR initiatives, lead talent management programs, and support organizational effectiveness through interventions and guidance.
Planning and Analytics, and Workforce Management: Engage in workforce planning and staffing trends, contributing to the development of the Annual Regional or Divisional HR Plan.
Recruitment and Staffing: Oversee recruitment activities for national and international staff, providing guidance on staffing matters and ensuring effective onboarding processes.
Humanitarian Capacity and Capability: Collaborate with the DHR Humanitarian Unit to provide support during humanitarian emergencies and assist in talent acquisition for urgent situations.
Knowledge Building and Sharing: Facilitate knowledge sharing within the HR community and contribute to the modernization of HR policies and practices across the UN system.
Required Qualifications: Candidates must possess a Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related discipline. They should have ten years of progressively relevant experience in HR management, with at least five years at the international level and five years in a similar role. Experience in a supervisory or managerial capacity is required, along with mastery of modern HR concepts and approaches. Candidates should demonstrate the ability to deliver effective solutions to complex HR challenges in a multicultural environment, possess strong analytical skills, and have excellent organizational and project management abilities. Field experience and experience with international development or humanitarian organizations are considered assets.
Educational Background: A Master’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field is required for this position. This educational background is essential to ensure that candidates have the necessary theoretical knowledge and practical skills to manage HR functions effectively within a complex international organization.
Experience: Candidates should have a minimum of ten years of progressively relevant experience in HR management, with at least five years of experience at the international level and five years in a similar role. This experience should include a supervisory or managerial role, demonstrating the ability to lead teams and manage HR functions effectively in a multicultural environment. Field experience in international development or humanitarian organizations is an asset, as is consulting experience related to organizational development and change management.
Languages: Fluency in English and French is required for this position. Knowledge of other official UN languages is desirable, as it enhances communication and collaboration within the diverse international context of UNFPA's operations.
