Job Overview: The Monitoring, Evaluation and Learning (MEL) Officer for the STRIDES Nigeria project plays a crucial role in supporting the implementation of state-level MEL activities. This position is responsible for tracking indicators, managing data collection, and supporting reporting efforts to ensure that the project meets its objectives. The MEL Officer will assist in developing and operationalizing MEL tools and dashboards that facilitate evidence-based decision-making. This role also involves providing technical support to ensure that MEL activities align with the Activity MEL Plan (AMELP) and FHI 360 standards. The MEL Officer will contribute to building the capacity of staff and partners, ensuring data quality assurance, and promoting the use of data for program improvement, thereby enhancing the overall effectiveness of the STRIDES Activity in Nigeria.
Duties and Responsibilities: The MEL Officer will support the implementation of MEL systems, tools, and procedures to collect, collate, analyze, and utilize data that demonstrate program progress and accountability. Key responsibilities include providing technical support in the development and dissemination of MEL tools, tracking project indicators, producing reports and dashboards, and maintaining protocols and data sets. The officer will also assist in the implementation of technical activities, conduct analyses to identify areas for improvement, and contribute to documentation of lessons learned. Additionally, the MEL Officer will maintain a database of project indicators, assist with client reporting, and support data quality assurance activities, ensuring compliance with client and regulatory requirements.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in fields such as Data Science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, or related disciplines. The position requires a strong understanding of MEL concepts and practices, proficiency in database management software, and excellent organizational and analytical skills. Candidates should also demonstrate the ability to communicate effectively and work collaboratively in a diverse environment.
Educational Background: A Bachelor's Degree or its international equivalent in Data Science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required for this position. This educational background is essential for understanding the complexities of monitoring and evaluation in a development context.
Experience: Typically, candidates should have at least 4+ years of relevant experience in monitoring, evaluation, and learning, particularly in managing data collection, analysis, and reporting at the program or project level. Prior experience in a non-governmental organization (NGO), government agency, or international organization is preferred. Familiarity with both quantitative and qualitative data collection methods, as well as experience in supporting MEL capacity building and data quality assurance, is highly desirable.
Languages: Fluency in English is mandatory, as the role requires reading, writing, and speaking in English for effective communication with clients and staff. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: This position does not have supervisory responsibilities but may provide guidance to lower-level staff. The MEL Officer will report to the STRIDES Nigeria MEL Advisor. The role may require up to 10% - 25% domestic travel.
