Job Overview:
The Monitoring, Evaluation and Learning (MEL) Officer for the STRIDES Nigeria project plays a crucial role in supporting the implementation of state-level MEL activities. This position is responsible for tracking indicators, managing data collection, and contributing to reporting and learning processes. The MEL Officer will assist in developing and operationalizing MEL tools and dashboards that facilitate evidence-based decision-making. The role requires a strong focus on ensuring that MEL activities align with the Activity MEL Plan (AMELP) and adhere to FHI 360 standards. Additionally, the MEL Officer will contribute to capacity building efforts for staff and partners, ensuring data quality assurance, and promoting the use of data for program improvement.

Duties and Responsibilities:
The MEL Officer's duties include supporting the implementation of MEL systems and procedures at the state level, providing technical support in developing and disseminating MEL tools and materials, tracking project indicators, and producing reports and dashboards. The officer will monitor and maintain protocols, instruments, and data sets, respond to inquiries from internal and external stakeholders, and assist in documenting project processes. They will also conduct analyses of project implementation to identify areas for improvement, contribute to technical briefs and reports, and support state-level staff in using data for adaptive management decisions. The MEL Officer will maintain a database of project indicators, assist in collecting data for client reports, and support data quality assurance activities.

Required Qualifications:
Candidates must possess a Bachelor's Degree or its international equivalent in fields such as Data Science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, or related disciplines. The role requires a strong understanding of MEL concepts and practices, proficiency in database management software, and data visualization tools. Candidates should demonstrate excellent organizational and analytical skills, the ability to communicate effectively, and a sensitivity to cultural diversity and ethical issues in the assigned areas.

Educational Background:
A Bachelor's Degree or its equivalent in relevant fields such as Data Science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, or related areas is required for this position. This educational background is essential for understanding the complexities of monitoring and evaluation processes and for effectively contributing to the organization's goals.

Experience:
Typically, candidates should have at least 4+ years of relevant experience in monitoring, evaluation, and learning, particularly in managing data collection, analysis, and reporting at the program or project level. Experience in a non-governmental organization (NGO), government agency, or international organization is preferred. Familiarity with both quantitative and qualitative data collection methods, as well as experience in supporting MEL capacity building and data quality assurance, is highly desirable.

Languages:
Fluency in English is mandatory, as the role requires reading, writing, and speaking in English for effective communication with clients and staff. Additional language skills may be considered an asset but are not explicitly required for this position.

Additional Notes:
This position does not have supervisory responsibilities and reports to the STRIDES Nigeria MEL Advisor. The role may involve domestic travel of up to 10% - 25%.
