Job Overview: The Access and Liaison Assistant plays a crucial role in ensuring the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of Relief International's operations in Juba, South Sudan. This position involves conducting assessments of the local safety and security situation, which includes reporting safety information and liaising with local authorities. The assistant will provide valuable input for field office security risk assessments (SRA) and assist in planning implementation strategies in line with guidance from the EmergencyTeam Leader. The role also encompasses the management of communication equipment, such as VHF/HF radios and satellite phones, and contributing to the budgeting process for these items. Furthermore, the assistant will supervise the local guard force at various facilities and outreach sites, ensuring their skills and knowledge are continuously developed. A key expectation is to maintain the safety of Relief International premises and keep the Emergency Team Leader informed about any security developments that could impact staff, assets, and operations. The assistant will also support the Emergency Team Leader in negotiating access and liaising with county authorities, conduct fire evacuation and HRE drills, prepare movement trackers, and represent Relief International in security-related meetings when necessary. Additionally, the assistant will be responsible for inspecting vehicles to ensure they are safe and in good condition for staff use, and will undertake any other tasks assigned by the Area Manager or immediate supervisor.
Duties and Responsibilities:
Conduct assessments of local safety and security situations, including reporting modalities and liaising with authorities.
Provide input for field office security risk assessments (SRA) and assist in planning implementation strategies.
Manage communication equipment such as VHF/HF radios and satellite phones, and contribute to budgeting for these items.
Supervise the local guard force deployed at offices and outreach sites, ensuring capacity building of their skills and knowledge.
Ensure the safety of Relief International premises through various safety measures.
Keep the Emergency Team Leader informed about any security developments affecting staff, assets, and operations.
Assist in negotiating access and liaising with county authorities.
Support the Emergency Team Leader in conducting fire evacuation and HRE drills for staff.
Prepare movement trackers and share them with the Emergency Team Leader. 1
Represent Relief International in security-related meetings in the absence of the Emergency Team Leader. 1

A minimum of 1-3 years of experience in humanitarian organizations or liaison work.
Experience working with community leaders is considered an added advantage.
Excellent written and spoken English language skills are mandatory.

Educational Background: Candidates must possess at least a degree or diploma in social sciences, political science, or international relations. This educational background is essential for understanding the complexities of humanitarian work and the socio-political dynamics in the region.
Experience: The position requires candidates to have at least 1-3 years of relevant experience in humanitarian organizations or in roles that involve liaison work. This experience is crucial for effectively navigating the challenges of security and access in a humanitarian context, particularly in a complex environment like South Sudan.
Languages: Proficiency in English is mandatory, both written and spoken. This is essential for effective communication within the organization and with external stakeholders. While not mandatory, knowledge of local languages may be considered an advantage, as it can facilitate better engagement with local communities and authorities.
