Job Overview:
The Clinical Officer position is crucial for achieving medical objectives aimed at reducing morbidity and mortality among refugee populations in Maban County, South Sudan. The role involves providing emergency healthcare services, conducting consultations, diagnosing and treating illnesses according to South Sudan's health guidelines, and focusing on Integrated Essential Health Care (IECHC). The Clinical Officer will also be responsible for prescribing medications, educating patients on illness prevention, nutrition, and hygiene, and compiling necessary reports for the Ministry of Health and UNHCR. This position requires a commitment to quality management and adherence to health guidelines, ensuring that all patients receive appropriate care while upholding the organization's internal values.

Duties and Responsibilities:
The Clinical Officer will perform a variety of duties including:
  • Providing consultations and diagnosing illnesses based on established health guidelines.
  • Prescribing medications and instructing patients on their proper use.
  • Educating patients on prevention methods for illnesses, proper nutrition, and hygiene practices.
  • Compiling and submitting weekly and monthly health reports to the Ministry of Health and UNHCR.
  • Ensuring the highest quality of healthcare programming is maintained despite the challenging context.
  • Upholding the guidelines of the Ministry of Health and IECHC in all patient interactions.
  • Representing the organization in relevant meetings and collaborating with NGO partners and local authorities.
  • Assisting clinic staff with stock requests and ensuring adequate supplies are available.
  • Reporting any violations of the RI Sexual Abuse and Exploitation Code of Conduct. 1
  • Participating in activities aimed at preventing sexual abuse and exploitation of beneficiaries.

Required Qualifications:
To qualify for this position, applicants must possess a diploma in clinical medicine from a recognized institution. They should have at least two years of working experience, preferably in resource-limited and hostile environments. Experience in an INGO setting is advantageous. Candidates must demonstrate excellent interpersonal communication skills, strong record-keeping and reporting abilities, and the capacity to manage multiple tasks under challenging conditions. Proficiency in English and Arabic, both spoken and written, is essential. Additionally, candidates should be computer literate, particularly in Excel and Word, and have experience working in refugee settings in South Sudan.

Educational Background:
The educational requirement for this position is a diploma in clinical medicine from a recognized training institution. This foundational education is critical for ensuring that the Clinical Officer can effectively diagnose and treat patients in accordance with established health guidelines.

Experience:
Candidates should have a minimum of two years of relevant work experience, ideally in challenging environments such as refugee settings or resource-limited contexts. Previous experience working with international non-governmental organizations (INGOs) is considered an asset, as it indicates familiarity with the operational standards and practices in humanitarian settings.

Languages:
Fluency in English and Arabic is mandatory for this position. Candidates must be able to communicate effectively in both languages, as this is essential for patient interactions and collaboration with local authorities and partners. Proficiency in additional languages may be considered a plus but is not required.
