It was created as part of the UN reform agenda to consolidate resources and mandates for greater impact in the area of gender equality and women's empowerment. The Regional Office for Asia and the Pacific specifically focuses on governance, peace, and security, leading knowledge development and coordinating implementation in these areas.

Job Overview:
The International Consultant on Governance, Peace and Security will play a crucial role in supporting the implementation and development of programming in the Asia and Pacific Region. This position involves working closely with the Policy and Programme Specialist on Governance, Peace and Security to develop new areas of work, including consultation with country offices and drafting project proposals and documents. The consultant will also be responsible for supporting communications, monitoring, evaluation, and reporting, which includes creating stories, briefs, and talking points, preparing knowledge resources, and analyzing data for program performance. The consultant will contribute to the development of knowledge products and support the implementation of programs related to Governance, Peace and Security. Additionally, the consultant will be expected to develop and further policy and normative content, including presenting at conferences on UN Women’s work, thereby enhancing the organization's visibility and impact in these critical areas.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to:
  • Supporting the development of new areas of work on Governance, Peace and Security in the Asia Pacific Region through consultations with country offices and drafting project proposals.
  • Providing support for communications, monitoring, evaluation, and reporting, which includes creating stories, briefs, and talking points, as well as preparing and finalizing knowledge resources.
  • Reviewing light evaluations and collecting and analyzing data to inform monitoring and drafting program reports.
  • Supporting the development of knowledge products related to Governance, Peace and Security.
  • Assisting in the implementation of programs on Governance, Peace and Security in the Asia Pacific Region.
  • Contributing to the development of policy and normative content, including presenting at conferences to showcase UN Women’s work.
  • Submitting monthly progress reports detailing work completed and outputs finalized during that month, with payments made upon approval of these reports.

Required Qualifications:
The position requires a Master’s degree in social sciences, conflict studies, gender studies, international affairs, or another relevant field related to gender in governance, peace, and security. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The consultant must demonstrate strong knowledge of Governance, Peace and Security, particularly in the Asia-Pacific region, and possess strong program formulation, implementation, monitoring, and evaluation skills. Additionally, the consultant should have the ability to synthesize program performance data and produce analytical reports to inform management and strategic decision-making.

Educational Background:
Candidates must hold a Master’s degree in social sciences, conflict studies, gender studies, international affairs, or a related field. In cases where candidates possess a first-level university degree, they must also have two additional years of qualifying experience to meet the educational requirements for the position.

Experience:
Candidates should have at least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of programs related to Governance, Peace, and Security. Technical experience in governance, peace, and security is required, along with previous experience with UN Women or other UN agencies. Experience in the Asia Pacific region is preferred, as it will enhance the consultant's understanding of the local context and challenges.

Languages:
Fluency in English is required for this position. Knowledge of another UN official working language is considered an asset, as it may facilitate communication and collaboration with diverse stakeholders in the region.

Additional Notes:
The consultant will be office-based in Bangkok, Thailand, and will work on a full-time basis. For any required travel on missions, travel costs and Daily Subsistence Allowance (DSA) will be provided, and travel authorization will be granted prior to the travel date. The consultant will be supervised by the Policy and Programme Specialist on Governance, Peace and Security, and is expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations.
