Job Overview:
The Programme and Finance Analyst will play a crucial role in supporting the UN Trust Fund's Asia and Pacific Regional Hub. This position involves ensuring that grant implementations align with UN Women’s regulations, contributing to research, financial management, and program implementation. The analyst will provide operational, administrative, and programmatic support, working closely with various stakeholders, including operations and program staff. The role requires a proactive approach to resolving finance-related issues and facilitating effective communication among partners and stakeholders. The analyst will also assist in managing logistical arrangements for events and support civil society organizations and women’s rights organizations in their initiatives.

Duties and Responsibilities:
  • Administrative and Logistical Management: Undertake logistical, administrative, and financial arrangements for meetings, workshops, and events. Assist in coordinating dialogues and advocacy spaces with civil society and women’s rights networks. Provide advanced administrative support in preparing work plans and budgets. Contribute to developing standard operating procedures and guidelines. Gather and compile data for document preparation. Support the coordination of calls for proposals and technical review committees.
  • Financial Strategy Implementation: Assist in partner agreement management and monitor financial and narrative reports from implementing partners. Support capacity development training on financial management for partners. Prepare information for audits and ensure compliance with financial regulations. Review financial transactions and monitor the financial resources management system.
  • Budget Preparation and Administration: Support the preparation of annual budgets and work plans. Monitor and reconcile advances to grantees and maintain internal expenditure control systems. Generate management reports and assist in internal and external audits.
  • Finance Support: Provide information inputs for financial reports and facilitate timely financial project closures. Assist in procurement activities for projects.
  • Programmatic and Technical Support: Prepare briefing notes and presentations on regional portfolio status. Collaborate with the Regional EVAW Portfolio Specialist in grant selection and partner management. Maintain a database of applicant organizations and support knowledge management initiatives.

Required Qualifications:
Candidates must possess strong analytical and quantitative skills in financial management and program implementation. They should have the ability to provide technical guidance on partner financial reporting and compliance. The role requires proficiency in synthesizing data and drafting high-quality analytical reports. Strong IT skills and experience with web-based management systems are essential. Candidates should also demonstrate effective communication and stakeholder engagement abilities.

Educational Background:
A Master’s degree or equivalent in Business Administration, Finance, Economics, or a related field is required. Alternatively, a Bachelor’s degree with an additional two years of qualifying experience is acceptable.

Experience:
Candidates should have at least 2 years of progressively responsible experience in program and finance management, including experience with ERP systems. For those with a Bachelor’s degree, a minimum of 4 years of experience is required. Experience in supporting civil society organizations, particularly women's rights organizations, is desirable. Familiarity with knowledge management and organizing learning events is an asset.

Languages:
Fluency in English is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
