Job Overview: The Programme Analyst for Climate Resilient Women's Economic Empowerment (CR-WEE) is responsible for coordinating the women enterprise development and private sector engagement initiatives under the CR-WEE Portfolio. This role involves establishing and maintaining relationships with national partners, private sectors, and other stakeholders, as well as overseeing the monitoring, reporting, finances, and personnel associated with the portfolio. The Programme Analyst will coordinate the overall enterprise development and private sector engagement programme, ensuring its alignment with the Strategic Note and programme documents. The position requires a proactive approach to gather inputs for work plans, progress reports, and expenditure reports, while also establishing systems for project planning and monitoring in collaboration with partners. The Programme Analyst will play a crucial role in guiding coordination with national partners and private sectors, identifying capacity-building needs, and supporting partners through technical assistance and training initiatives. Additionally, the role includes monitoring and reporting on programme activities, managing financial resources, and advocating for knowledge building and communication within the organization.
Duties and Responsibilities:
Coordinate Enterprise Development and Private Sector Engagement interventions under the Climate Resilient WEE Programme/Portfolios, including the development and implementation of work plans, preparation of reports, and maintenance of project documentation.
Guide coordination with national partners, private sectors, and stakeholders to support the implementation and expansion of the programme, addressing potential problems and suggesting solutions.
Monitor and report on programme activities, including gathering information for evaluations and drafting reports.
Manage financial resources, including budgeting, expenditure tracking, and supervising Programme Associates and Assistants.
Build partnerships and support resource mobilization strategies for women-led MSMEs and private sector engagement.
Advocate for knowledge building and communication, documenting programme processes and coordinating major advocacy campaigns and events.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in Economics, Business Administration, Development Studies, gender equality, management, social sciences, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an added advantage. Candidates should demonstrate good programme formulation, implementation, monitoring, and evaluation skills, as well as strong budget and finance skills. Knowledge of Results Based Management and the ability to gather and interpret data are essential.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Economics, Business Administration, Development Studies, gender equality, management, or social sciences. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is a plus.
Experience: Candidates should have at least 4-5 years of progressively responsible experience in managing complex and multi-component programme interventions with national partners and private sectors, particularly in enterprise development and MSME ecosystem strengthening. Experience in gender equality and women's economic empowerment programming, including financial inclusion and impact investment, is essential. Demonstrated experience working with private sector companies, business associations, and financial institutions is required, along with proven ability to design and manage partnerships with various stakeholders.
Languages: Fluency in English and Nepali is required for this position. Proficiency in additional languages may be considered an asset, but is not mandatory.
