Duties and Responsibilities: The consultant will be tasked with the following duties and responsibilities:
Conduct a thorough review of existing administrative regulations and identify areas for improvement.
Propose updates and consolidations of normative documents to streamline processes.
Ensure that all proposed changes align with current legislation and best practices in public administration.
Draft new normative acts, including ordinances, resolutions, and instructions, as required.
Collaborate with stakeholders to gather input and feedback on proposed changes.
Prepare comprehensive reports detailing the findings and recommendations from the review process.
Present the final proposals to the relevant authorities for approval.
Provide ongoing support and clarification during the implementation of the new regulations.
Maintain clear communication with the UNDP procurement team throughout the consultancy period.
Required Qualifications: The minimum required qualifications for this position include:
A completed higher education degree in Law, Administration, Public Management, Social Sciences, or related fields.
Proven experience in reviewing, updating, and consolidating administrative regulations or drafting normative acts.
Strong analytical skills and attention to detail.
Excellent written and verbal communication skills in Portuguese.
Ability to work independently and manage time effectively to meet deadlines.
Familiarity with public sector regulations and compliance requirements is highly desirable.
