Job Overview: The Humanitarian Mine Action Officer (NTS/EORE Officer) will work under the guidance of the NTS/EORE Supervisor to carry out critical activities related to Explosive Ordnance Risk Education (EORE) and Non-Technical Surveys (NTS). This role is pivotal in ensuring the safety of communities affected by explosive ordnance contamination. The officer will be responsible for planning and coordinating the activities of the NTS/EORE team, maintaining an up-to-date understanding of the local context, and implementing field processes related to NTS. The officer will analyze evidence collected during surveys, assess the confidence levels of various information sources, and define the boundaries of hazardous areas. Additionally, the officer will prepare comprehensive reports, build relationships with community leaders, and conduct community needs assessments. The role also involves organizing and conducting EORE sessions for various age groups and ensuring the safety of the team during field visits. The officer will liaise with other DRC sectors to ensure an integrated approach to humanitarian efforts.
Duties and Responsibilities: The duties and responsibilities of the Humanitarian Mine Action Officer include:
Planning and coordinating the activities of the NTS/EORE team.
Maintaining current knowledge of the context, including types of Explosive Ordnance (EO) contamination, and reporting changes to the Humanitarian Mine Action Supervisor.
Leading the implementation of NTS field processes.
Analyzing collected evidence and assessing the confidence levels of different information sources to determine the type and extent of contamination.
Defining initial boundaries of Suspected and Confirmed Hazardous Areas (SHA/CHA).
Making recommendations for land cancellation based on evidence.
Preparing comprehensive NTS reports, including maps, photos, and coordinates.
Building relationships with community leaders and local authorities.
Managing community expectations for clearance operations and addressing complaints or concerns. 1
Conducting community needs assessments. 1
Leading the implementation of EORE processes. 1
Organizing and conducting direct and online EORE sessions for adults, adolescents, and children according to DRC HDP SOPs. 1
Complying with all SOP and TMP, flagging issues with implementation to Supervisors.
Required Qualifications: To qualify for this position, candidates must possess the following qualifications:
A certificate of successful completion of the NTS/EORE training is mandatory.
Completed higher education.
Experience working with authorities and diverse communities, including children and adolescents.
Excellent communication and interpersonal skills.
Strong attention to detail and familiarity with data collection methodologies and reporting procedures in Humanitarian Mine Action (HMA).
Educational Background: Candidates are required to have completed higher education, which provides a foundational understanding of the principles and practices relevant to humanitarian work, particularly in the context of mine action and community engagement.
Experience: A minimum of 2 years of experience in the NTS or IRVNP field is required. This experience should include practical involvement in humanitarian mine action, community engagement, and risk education initiatives, demonstrating the ability to work effectively in challenging environments.
Languages: Fluency in the Ukrainian language is mandatory, along with basic English skills. Proficiency in Ukrainian is essential for effective communication with local communities, while basic English skills are necessary for reporting and documentation purposes.
Additional Notes: The position offers a contract length of 3 months with a probation period, which may be extended based on performance and funding availability. The recruitment is for two NTS/EORE Officer positions based in Sumy and Shostka, and candidates are encouraged to indicate their preferred location in their application. The expected start date for this role is April 202
