Job Overview:
The Shelter Officer (Outreach) will play a crucial role in the implementation of shelter programs aimed at providing safe and adequate housing solutions for displaced individuals and families. This position involves extensive fieldwork, requiring the officer to engage directly with affected communities to assess their needs and deliver appropriate shelter assistance. The officer will be responsible for coordinating outreach activities, conducting assessments, and ensuring that the shelter solutions provided are in line with the organization's standards and best practices. The role also includes collaboration with local authorities and other stakeholders to enhance the effectiveness of shelter interventions. The Shelter Officer will report directly to the Shelter Team Leader and will be expected to contribute to the overall strategy and objectives of the shelter program.

Duties and Responsibilities:
  • Conduct community outreach to identify and assess the shelter needs of displaced populations.
  • Develop and implement shelter assistance plans in collaboration with affected communities.
  • Monitor and evaluate the effectiveness of shelter interventions and make necessary adjustments.
  • Facilitate training and capacity-building sessions for community members on shelter construction and maintenance.
  • Collaborate with other humanitarian actors to ensure a coordinated response to shelter needs.
  • Prepare regular reports on shelter activities and progress for the Shelter Team Leader.
  • Ensure compliance with safety and quality standards in all shelter-related activities.
  • Participate in assessments and surveys to gather data on shelter conditions and needs.

Required Qualifications:
  • Strong understanding of shelter and housing issues in humanitarian contexts.
  • Excellent communication and interpersonal skills to engage with diverse communities.
  • Ability to work independently and as part of a team in challenging environments.
  • Proficiency in project management and coordination.
  • Familiarity with relevant international standards and guidelines related to shelter and housing.

Educational Background:
A bachelor's degree in a relevant field such as social sciences, humanitarian studies, architecture, or civil engineering is required. Additional certifications in shelter programming or disaster management would be an advantage.

Experience:
A minimum of 2 years of experience in humanitarian assistance, specifically in shelter programming or related fields. Experience working in Myanmar or similar contexts is highly desirable. Proven track record of engaging with communities and implementing shelter solutions is essential.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Myanmar, such as Burmese or Karen, is highly desirable and would enhance communication with affected communities.

Additional Notes:
This position is a full-time role with a contract duration of 6 months, with the possibility of extension based on project needs and funding availability. The Shelter Officer will be required to travel extensively (up to 70% of the time) to various field locations to conduct assessments and implement shelter programs. The position is based in Hpa An, Myanmar, and may involve working in challenging conditions.
