Job Overview:
The Senior Health Information System Officer will play a pivotal role in leading the design, implementation, and management of monitoring, evaluation, and learning (MEL) activities under the STRIDES Jordan Activity. This position is crucial for developing and overseeing the project's MEL framework, which includes creating indicator tracking systems and ensuring data quality assurance processes. The officer will be responsible for ensuring that data is accurately collected, analyzed, and reported against agreed targets. Additionally, the officer will synthesize project data to inform adaptive management decisions and support evidence-based program adjustments. The role requires close collaboration with the project team and donors, leading the preparation of performance reports, and contributing to workplan development and donor reporting requirements. The officer will also focus on enhancing capacity in data collection, analysis, and reporting for actionable disease prevention and response decision-making in Jordan, while directly supervising the MEL Officer and providing mentorship and capacity-building support to staff and in-country partners on health information systems (HIS) and MEL approaches.

Duties and Responsibilities:
The Senior Health Information System Officer will lead the design and rollout of the project's MEL framework, including the development and finalization of the Performance Monitoring Plan in coordination with the project team and donor. The officer will provide technical direction and guidance to project staff on health information systems, data management, and MEL in line with project expected outcomes. Key responsibilities include leading activities focused on strengthening multisectoral health data management systems for timely, reliable, and actionable surveillance and outbreak information, such as improving data review and analysis, enhancing accessibility and interoperability of human and animal health surveillance data, and ensuring effective use of infectious disease information systems at health facilities and laboratories. The officer will design and implement baseline, midline, and endline assessments and evaluations as required under the project workplan. They will develop and maintain a data quality assurance system, including standard operating procedures for data collection, entry, cleaning, and reporting. The officer will synthesize and analyze project data to identify trends, inform adaptive management decisions, and support evidence-based program adjustments. They will also develop technical briefs, guidelines, and other materials to document best practices, findings, and recommendations. Furthermore, the officer will oversee the development and management of project indicator tracking systems, ensuring all indicators are accurately captured, updated, and reported against agreed targets. They will coordinate with technical staff to ensure MEL data informs workplan development, activity design, and adaptive management decisions. The officer will prepare data visualizations and dashboards to communicate project progress to internal and external audiences, lead the day-to-day implementation of HIS and MEL activities under the STRIDES Jordan workplan, and track delivery of outputs against agreed timelines. Direct supervision of the MEL Officer will include providing technical guidance, support, and performance oversight, as well as reviewing and validating data and reports before submission. The officer will also provide mentorship and capacity building to supervised staff and in-country partners on HIS and MEL approaches, lead the preparation of quarterly and annual performance reports, and ensure accurate and timely submission of indicator data to the donor. They will contribute to the development and review of annual workplans and all donor reporting requirements, and identify and escalate technical issues to senior project staff as needed.

Required Qualifications:
The position requires in-depth knowledge of health information systems, data management, and MEL approaches in a public health context. Familiarity with Jordan's national health information systems and relevant government reporting frameworks is essential. Strong analytical skills are necessary, with the ability to interpret data, identify errors, and prepare clear reports. Proficiency in dashboard development and data management and analytic software such as MS Excel, MS Power BI, Tableau, SAS, SPSS, and Stata is required. Excellent organizational and project management skills are critical, along with strong written and verbal communication skills in both Arabic and English, as professional proficiency in both languages is mandatory. The ability to work collaboratively with diverse teams and government counterparts, as well as the ability to solve problems and implement corrective actions as needed, are also important qualifications.

Educational Background:
Candidates must possess a Master’s Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth, or a related field. A Project Management (PM) Certification is preferred.

Experience:
Typically, candidates should have at least 6+ years of relevant experience managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is essential. Experience in international or domestic (US) program development or program management is preferred, as this role requires a solid understanding of the complexities involved in health information systems and data management.

Languages:
Strong written and verbal communication skills in both Arabic and English are mandatory for this position. Professional proficiency in both languages is required to effectively communicate with diverse stakeholders and ensure accurate reporting and documentation.
