Job Overview:
The Deputy Field Coordinator for Programs plays a crucial role in ensuring the relevance, quality, and consistency of SI programs within their area of intervention. This position involves supervising Program Managers, supporting implementation teams to comply with project cycles, and contributing to strategic planning, program development, monitoring, and reporting. The Deputy Field Coordinator leads project inception and proposal development, assesses the operational impact and quality of deliverables from program teams, strengthens partnerships, facilitates knowledge sharing, and ensures adherence to internal, donor, and humanitarian standards. The role also requires conducting in-depth needs analyses at the base level and participating in activity reviews. The Deputy Field Coordinator will face challenges such as scaling up program activities and teams while ensuring compliance with SI’s frameworks and processes, coordinating effectively with partners, and adapting operations in a volatile context.

Duties and Responsibilities:
The Deputy Field Coordinator is responsible for overseeing the implementation of programs, ensuring that they meet the needs of the affected populations. This includes managing the project cycle from inception to completion, ensuring that all activities are documented and reported on time. The Deputy Field Coordinator will also be involved in recruiting and establishing new program teams, organizing kick-off meetings for new grants, and preparing monitoring tools. They will need to maintain strong communication with partners and donors, adapt programs to changing operational contexts, and ensure that all activities are conducted in compliance with security protocols. Additionally, the Deputy Field Coordinator will be responsible for conducting needs assessments, analyzing data, and making recommendations for program adjustments as necessary.

Required Qualifications:
Candidates must have a solid background in the humanitarian sector, with 3-4 years of experience in a similar position. They should possess strong technical skills in WASH and FSL programming, including emergency and early recovery interventions. A good command of the project cycle, including grant management, proposal development, and reporting, is essential. Experience in conducting needs assessments and adapting programs to volatile operational contexts is required, along with partnership management experience, preferably with local organizations. Strong analytical skills and a proactive, solution-oriented approach to work are also necessary.

Educational Background:
A relevant educational background is required, typically including a degree in a field related to humanitarian aid, international development, or a similar discipline. Additional certifications or training in project management, WASH, or FSL programming may be advantageous.

Experience:
The position requires candidates to have 3-4 years of experience in the humanitarian sector, with a focus on program management and implementation. Experience in similar roles within complex environments, particularly in Gaza or comparable contexts, is highly desirable. Familiarity with the operational challenges faced in humanitarian settings, including security constraints and logistical issues, is also important.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international partners. Proficiency in Arabic is considered an asset, as it facilitates communication with local staff and communities.

  • The role involves working in a high-stress environment with security constraints, and candidates must be adaptable to rapidly changing operational contexts. The salary for this position starts at EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with accommodation costs and travel expenses. The organization offers a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Gaza have improved since the ceasefire, but the working environment remains challenging.
