Job Overview:
The Lab and Diagnostic Advisor I plays a crucial role in providing technical leadership and guidance in laboratory systems strengthening and diagnostics as part of the STRIDES Jordan Activity. This position is responsible for the day-to-day implementation of laboratory-related activities, ensuring that they align with Jordan's national health priorities and donor requirements. The Advisor will work closely with the Associate director" style="border-bottom: 1px dotted #007bff !important;">Technical Director, relevant government entities, and in-country partners to enhance the technical quality of laboratory interventions. This role also involves supervising junior technical staff and short-term consultants, contributing to the development of technical deliverables and reports, and building the capacity of the national laboratory system. The Advisor will engage with various stakeholders to support the implementation of laboratory policies and quality improvement processes, ensuring that all activities are consistent with best practices and contractual obligations.

Duties and Responsibilities:
The Lab and Diagnostic Advisor I will provide technical leadership in laboratory systems strengthening and diagnostics, ensuring alignment with national health priorities. Key responsibilities include engaging with the Ministry of Health and relevant government entities, supporting the development and implementation of laboratory policies and standards, maintaining ongoing technical dialogue with stakeholders, and contributing to the development of tools and training materials. The Advisor will lead the technical implementation of laboratory activities, track delivery of outputs against the workplan, identify gaps in laboratory capacity, and develop targeted strategies to address them. Additionally, the Advisor will provide technical mentorship to national counterparts, prepare presentations on project progress, and contribute to the development and review of annual reports and workplans. The role requires the ability to assess needs, solve complex problems, and manage projects effectively.

Required Qualifications:
Candidates must possess strong technical knowledge of laboratory systems, biosafety, and quality management systems, as well as diagnostic methods including molecular methods and genomic sequencing. Familiarity with Jordan's public health system and national laboratory landscape is essential. The position requires strong interpersonal, written, and verbal communication skills in both Arabic and English, along with the ability to manage projects and set realistic priorities. Proficiency in relevant computer software, particularly MS Office, is also required.

Educational Background:
A Master's degree or its international equivalent in Laboratory Sciences, Public Health, Biomedical Sciences, or a related field is required for this position. A PhD is preferred, along with Project Management (PM) Certification.

Experience:
Typically, candidates should have 8+ years of relevant experience in laboratory systems strengthening, diagnostics, or a related technical area. Documented experience in providing technical assistance, capacity building, and business development in the specific technical domain is necessary. Experience on USAID-funded projects in Jordan or the MENA region is strongly preferred, as well as prior work experience in a non-governmental organization (NGO), government agency, or private organization.

Languages:
Strong written and verbal communication skills in both Arabic and English are mandatory, with professional proficiency required in both languages. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This position may involve supervising junior staff members and mentoring less experienced technical staff. The Advisor will report to the Associate Technical Director, GHS.
