Job Overview: The Country Programme Evaluation (CPE) Consultant will be responsible for conducting an independent assessment of the UNFPA Egypt 11th Country Programme (2023-2027). This role involves evaluating the effectiveness, efficiency, relevance, coherence, and sustainability of UNFPA's support in Egypt. The consultant will analyze the performance of the country programme, identify facilitating and constraining factors influencing programme delivery, and provide actionable recommendations for future programming. The evaluation will focus on key thematic areas such as policy and accountability, quality of care and services, gender and social norms, population change and data, and the empowerment of adolescents and youth. The consultant will engage with various stakeholders, including government representatives, civil society organizations, and rights-holders, to gather insights and data for the evaluation.
Duties and Responsibilities:
Conduct a comprehensive evaluation of the UNFPA Egypt 11th Country Programme, assessing its relevance, coherence, effectiveness, efficiency, and sustainability.
Analyze the geographic and demographic coverage of UNFPA's humanitarian assistance and its connection to long-term development objectives.
Engage with stakeholders, including government officials, implementing partners, and rights-holders, to gather qualitative and quantitative data.
Utilize a theory-based approach to evaluate the programme's theory of change and its impact on intended outcomes.
Proven experience in conducting evaluations, particularly in the context of international development or humanitarian assistance.
Strong understanding of reproductive health, gender equality, and population dynamics.
Familiarity with UNFPA's mandate and strategic priorities.
Excellent analytical and report-writing skills, with the ability to synthesize complex information into clear and actionable recommendations.
Strong interpersonal and communication skills, with experience engaging diverse stakeholders.
Fluency in English is required; knowledge of Arabic is an asset.
Educational Background: A Master's degree or higher in social sciences, public health, international development, or a related field is required. A PhD is preferred but not mandatory. Relevant certifications in evaluation methodologies or related areas will be considered an advantage.
Experience: A minimum of 5 years of experience in conducting evaluations, particularly in the fields of reproductive health, gender equality, or population dynamics. Experience working with UN agencies or international NGOs is highly desirable. Familiarity with the Egyptian context and development landscape will be an asset.
Languages: Fluency in English is mandatory. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: The position is expected to be full-time for the duration of the evaluation, which will cover the period of the current Country Programme (2023-2027). The consultant will work closely with the UNFPA Egypt Country Office and may be required to travel within Egypt to conduct field visits and stakeholder interviews. Compensation will be commensurate with experience and in line with UNFPA's policies.
