Job Overview:
The Administrative Officer will play a crucial role in ensuring the effective operation of the WHO country office in Beirut. This position involves advising the head of the country office and other staff on operational matters, interpreting policies, and providing solutions that align with organizational goals. The officer will be responsible for managing various administrative functions including finance, human resources, procurement, and general administration. The role requires a proactive approach to risk management and the ability to implement innovative solutions to enhance operational efficiency. The officer will also participate in project proposal formulation and ensure compliance with WHO's administrative and financial regulations. This position is integral to the overall management and strategic direction of the WHO country office, contributing to the successful implementation of health programs and initiatives.

Duties and Responsibilities:
  • Advise the head of the WHO country office on operational matters and provide guidance to staff on policies and procedures.
  • Manage the country office's administrative and operational risks, proposing mitigation strategies.
  • Oversee financial management, including budgeting, accounting, and reporting.
  • Ensure compliance with organizational policies in human resources management, including recruitment and performance management.
  • Manage procurement processes to ensure best value for money.
  • Coordinate with security" style="border-bottom: 1px dotted #007bff !important;">security officials to ensure staff safety and security.
  • Introduce innovations to improve operational efficiency.
  • Represent WHO in interagency meetings and collaborate with other UN agencies.

  • Ensure timely reporting and adherence to work plans and budgets.

Required Qualifications:
Candidates must possess a sound understanding of administrative, financial, and management principles applicable to large international organizations. Strong analytical skills and the ability to manage competing priorities are essential. The candidate should demonstrate the ability to work under pressure and manage interdisciplinary teams effectively. Excellent interpersonal skills and the ability to negotiate with various stakeholders, including government and UN agencies, are also required.

Educational Background:
An advanced university degree (master's) in finance, management, accountancy, economics, or business administration is essential. A bachelor's degree or certification in human resources, accounting, or related fields is desirable.

Experience:
A minimum of 7 years of relevant work experience is required, particularly in leading and performing a wide range of administrative services. Experience with WHO, the United Nations, or other international organizations is desirable, along with a good understanding of program management and project management in a public health context.

Languages:
Expert knowledge of English is essential, while intermediate knowledge of Arabic is desirable.
