Job Overview:
The Consultant for Emergency and Resilience will play a crucial role in supporting the implementation of FAO's emergency and resilience agenda at various levels, including global, regional, sub-regional, and country levels. This position is integral to the Office of Emergencies and Resilience (OER), which coordinates technical, operational, and administrative support for FAO country offices in fragile contexts. The consultant will be responsible for providing operational management and programmatic support for emergency projects and programs, ensuring that they are executed effectively and efficiently. The role requires a strong understanding of emergency response and resilience-building strategies, as well as the ability to liaise with various stakeholders, including government agencies, NGOs, and donor partners. The consultant will also be involved in research and analysis to inform program development and delivery, ensuring that FAO's initiatives are responsive to the needs of vulnerable populations affected by food crises.

Duties and Responsibilities:
The consultant will have a wide range of duties and responsibilities, including:
  • Providing operational management and programmatic support for emergency projects, including budget management and monitoring expenditures.
  • Handling day-to-day operational aspects of emergency response projects, ensuring adherence to project management cycles from initiation to closure.
  • Assisting the Budget Holder in managing the emergency and resilience portfolio, including budget allocations and revisions.
  • Liaising with program and procurement units to ensure timely assistance delivery to beneficiaries.
  • Overseeing recruitment and travel arrangements for deployed personnel.
  • Coordinating the production and clearance of supporting documents, including project proposals and reports.
  • Ensuring preparedness of country offices to scale up operations in response to emerging needs.
  • Supporting capacity development of operations units at the country level through participation in relevant meetings and trainings.
  • Conducting research and analysis of nutrition" style="border-bottom: 1px dotted #007bff !important;">food and nutrition security assessments to support program development. 1
  • Participating in the design of emergency and resilience projects, including preparing project proposals and budgets. 1
  • Maintaining and updating food security information systems and databases. 1
  • Undertaking travel and field visits to provide support for project implementation.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • A university degree (Bachelor’s or equivalent) in a discipline relevant to the mandate of the Organization.
  • At least 1 year of experience for Category C, 5 years for Category B, or 10 years for Category A in humanitarian and agricultural/rural development sectors, including experience with NGOs, UN agencies, governments, and donors.
  • A working knowledge of English or French at level C is required. Additionally, candidates should possess FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing. Technical and functional skills such as organizational skills, communication skills in emergency settings, problem analysis, and decision-making abilities are also essential.

Educational Background:
The educational background required for this position includes a university degree (Bachelor’s or equivalent) in a relevant field that aligns with the FAO's mission and objectives. This could encompass areas such as agricultural sciences, international development, humanitarian assistance, or related disciplines that provide a strong foundation for understanding the complexities of food security and emergency response.

Experience:
The level of experience required varies by category: Candidates should have at least 1 year of experience for Category C, 5 years for Category B, or 10 years for Category A. This experience should be in humanitarian and agricultural/rural development sectors, demonstrating a solid understanding of the challenges and strategies involved in emergency response and resilience-building efforts.
