Job Overview: The Deputy Field Coordinator for Programs plays a crucial role in ensuring the relevance, quality, and consistency of SI programs within their area of intervention. This position involves supervising Program Managers, supporting implementation teams to comply with project cycles, and contributing to strategic planning, program development, monitoring, and reporting. The Deputy Field Coordinator leads project inception and proposal development, assesses the operational impact and quality of deliverables from program teams, strengthens partnerships, facilitates knowledge sharing, and ensures adherence to internal, donor, and humanitarian standards. Additionally, they are responsible for conducting in-depth needs analyses at the base level and participating in activity reviews. The role is particularly challenging as it requires scaling up program activities and teams while ensuring that SI’s frameworks and processes are reinforced and followed, especially in a volatile context where supply chains may be disrupted.
Duties and Responsibilities: The Deputy Field Coordinator will be tasked with several key responsibilities, including:
Overseeing the implementation of programs to ensure they meet the needs of the affected populations and adhere to SI’s standards.
Supervising and mentoring Program Managers to enhance their effectiveness in managing projects.
Supporting the implementation teams in ensuring compliance with project cycle management and reporting requirements.
Leading the development of new project proposals and ensuring they align with the strategic objectives of SI.
Conducting regular assessments of program impact and quality, making necessary adjustments to improve effectiveness.
Strengthening partnerships with local organizations and stakeholders to enhance program delivery.
Facilitating knowledge capitalization within the organization to improve future programming.
Engaging in strategic planning to identify new opportunities for program expansion and improvement.
Ensuring timely documentation and reporting of program activities and outcomes. 1

Required Qualifications: Candidates must possess a solid background in the humanitarian sector, with 3-4 years of relevant experience, particularly in a similar position. They should have a strong understanding of WASH (Water, Sanitation, and Hygiene) and FSL (Food Security and Livelihoods) programming, including emergency and early recovery interventions. A good command of the project cycle, including grant management, proposal development, and reporting, is essential. Experience in conducting needs assessments and adapting programs to volatile operational contexts is required, along with partnership management experience, preferably with local organizations. Strong analytical skills and a proactive, solution-oriented approach to work are also necessary. Additionally, candidates should demonstrate solid management skills, including recruitment, team supervision, and capacity building, as well as strong organizational skills to manage multiple activities during scale-up.
Educational Background: A relevant educational background is essential for this position, typically requiring a degree in a field related to humanitarian aid, international development, public health, or a similar discipline. Advanced degrees may be preferred, particularly for candidates with extensive experience in the sector. Continuous professional development in areas related to WASH and FSL programming is also advantageous.
Experience: Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with specific experience in a similar role. This includes demonstrated experience in managing programs in challenging environments, particularly in conflict-affected areas. Familiarity with the operational context in Gaza or similar complex environments is considered an asset, as is prior experience working with Solidarités International or similar humanitarian organizations.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international partners. Proficiency in Arabic is considered an asset, as it facilitates communication with local stakeholders and enhances program effectiveness in the region.
Additional Notes: The position is offered on a short-term contract basis, with a competitive salary starting from EUR XXX gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD XXX is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The organization implements a system of alternating work and time off, allowing for breaks every three months, with an allocated break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Deir-el-Balah, where the position is based, have improved since the ceasefire, with basic food items available, although at high prices.
