The organization is involved in initiatives aimed at combating hate speech and divisive narratives, which pose challenges to post-conflict recovery and reconciliation in the region. UN Women collaborates with various partners, including UNESCO and UNDP, to implement the Joint UN Programme on Hate Speech and Divisive Narratives in BiH, focusing on building systemic resilience and enhancing capacities to address hate speech effectively.

Job Overview:
The Programme Coordinator will play a crucial role in leading the implementation of the UN Women component of the Joint UN Programme on Hate Speech and Divisive Narratives in Bosnia and Herzegovina. This position requires effective coordination with partners and the delivery of results that align with UN Women’s mandate and the broader WPS and gender equality agendas in the country. The Programme Coordinator will be responsible for developing and implementing the overall Programme work plan, ensuring that it adheres to the strategic objectives outlined in the programme document. This includes gathering inputs for workplans, preparing periodic narrative progress reports, and maintaining documentation on Programme activities. The role also involves guiding coordination with national partners and stakeholders, identifying capacity-building needs, and providing technical assistance as necessary. The Programme Coordinator will monitor and report on the implementation of activities, manage financial resources, and build partnerships to support resource mobilization strategies. Additionally, the incumbent will advocate for knowledge building and communication, contributing to the development of knowledge products and organizing major advocacy campaigns and events.

Duties and Responsibilities:
  • Coordinate the UN Women component of the Joint UN Programme on Hate Speech and Divisive Narratives in BiH, including the development and implementation of the Programme work plan, preparation of workplans and reports, and maintaining documentation on Programme activities.
  • Guide coordination with national partners and stakeholders to support the implementation and expansion of the WPS Portfolio, addressing potential problems and suggesting solutions.
  • Monitor and report on the UN Women component of the Joint UN Programme, including gathering information for monitoring and reporting, conducting regular monitoring visits, and drafting annual and quarterly reports.
  • Manage the financial resources of the thematic area programme, including budgeting, expenditure tracking, and monitoring fund allocation to partners.
  • Build partnerships and support the development of resource mobilization strategies.
  • Advocate for knowledge building and communication, documenting the programme implementation process, contributing to knowledge products, and organizing advocacy campaigns and events.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organisation, providing functional oversight and matrix management to a team of personnel supporting the implementation of the UN Women component of the Joint Programme.

Required Qualifications:
The ideal candidate should possess strong programme formulation, implementation, monitoring, and evaluation skills. Experience in managing strategic partnerships with government institutions, civil society, media, and international organizations is essential. The candidate should also have good budget and finance skills, knowledge of Results Based Management, and the ability to gather and interpret data effectively. A sound understanding of political, cultural, and social dynamics in post-conflict settings, particularly related to hate speech and peacebuilding, is crucial. The candidate should demonstrate good analytical skills and knowledge of UN programme management systems.

Educational Background:
A Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related areas is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, would be an added advantage.

Experience:
Candidates should have at least 2 years of progressively responsible experience in managing complex and multi-component programme interventions with national partners, preferably related to the thematic area. Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is desirable. Proficiency in using computers and office software packages (MS Word, Excel, etc.) is required, along with experience in handling web-based management systems. Familiarity with modern web-based ERP Systems, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in English is required, along with fluency in Bosnian/Croatian/Serbian. These language skills are essential for effective communication and collaboration within the context of the Programme.

Additional Notes:
The position involves supervisory responsibilities, providing functional oversight and matrix management to a team of 2 personnel, including a Programme Associate and a Programme Assistant. The role is full-time and may involve international recruitment.
