Job Overview:
The Associate for Public-Private Partnership (PPP) Project Preparation plays a crucial role in supporting the delivery of PPP project preparation within the Egyptian PPP Project Preparation Facility (EPPF). This facility is a collaborative effort between the EBRD and the Ministry of Finance of the Republic of Egypt, aimed at developing and procuring infrastructure PPP projects. The Associate will work closely with the Principal Manager to manage the EPPF, ensuring that projects are evaluated, approved, and executed in compliance with contractual terms. The role involves liaising with various stakeholders, including public authorities and external consultants, to ensure that all PPP projects are delivered on time and meet the required quality standards. The Associate will also be responsible for monitoring project progress, managing communications, and preparing reports for internal and external stakeholders.

Duties and Responsibilities:
The Associate will have a wide range of responsibilities, including: Familiarizing and complying with the Bilateral Cooperation Agreement between EBRD and the Egyptian Government, as well as the Concept Note that outlines procedures for project assessment and approval. Assisting the Principal Manager in overseeing the EPPF pipeline and generating new project ideas with the public sector in Egypt. Communicating daily with the PPP Central Unit (PPPCU) regarding project development under the Facility. Preparing project concepts and Terms of Reference for external consultants, seeking approval from the Principal Manager. Coordinating with the EBRD Procurement Department for consultant selection and contract signing. Working with the EBRD PPP Advisory Unit to ensure consistency and compliance with EPPF approvals. Reviewing feasibility studies, tender documents, and project agreements. Providing transaction advisory for projects under the EPPF. Developing technical cooperation requests and monitoring project implementation and results. Managing deliverable submission schedules and ensuring compliance with EBRD Environmental and Social policies. Preparing operational reports for the Ministry of Finance and coordinating visibility actions for the Facility.

Required Qualifications:
Candidates must possess relevant experience in PPP project preparation, particularly in advisory roles for PPP transactions. Exposure to the private sector and experience in the financial sector are essential. Experience working with International Finance Institutions or large advisory firms is advantageous. A strong network within the Egyptian public sector related to infrastructure across various sectors such as water, transport, education, health, or urban infrastructure is required. Proven project management skills, excellent organizational and administrative abilities, and proficiency in both Egyptian Arabic and English are necessary. Candidates should demonstrate strong analytical skills, attention to detail, and the ability to communicate effectively with stakeholders at all levels.

Educational Background:
A Master’s degree in a relevant field is required. The educational background should be from a recognized institution, and candidates should have a strong understanding of project management principles and practices.

Experience:
Candidates should have significant experience in PPP project preparation, ideally with a focus on infrastructure projects. Experience in managing project teams throughout the project cycle and a proven ability to make sound decisions and resolve problems are critical. Previous experience in structuring and managing technical cooperation or donor funds is a plus.

Languages:
Proficiency in Egyptian Arabic is mandatory, and fluency in English is also required. Knowledge of additional languages may be considered an advantage but is not mandatory.

This position is a full-time role with a fixed-term contract lasting two years. The Associate will be working in Cairo, Egypt, and is expected to engage with various stakeholders, including government officials and private sector representatives.
