Job Overview: The Finance Manager for Haiti will play a crucial role in ensuring that the financial operations of NRC in the country are aligned with the organization's standards and policies. This position involves overseeing the financial setup, ensuring compliance with the Financial Handbook, and adhering to donor and auditor requirements. The Finance Manager will be responsible for implementing financial control mechanisms to minimize risks and corruption, maintaining budget control, and monitoring cash flows and expenditures. The role also includes analyzing the financial situation of the country office and proposing necessary actions to address any issues. The Finance Manager will collaborate with program managers to develop budget proposals and coordinate the preparation and consolidation of project budgets, ensuring that both program and support costs are accurately accounted for.
Duties and Responsibilities: The Finance Manager will have a comprehensive set of responsibilities, including:
Ensuring that the financial setup in Haiti complies with NRC's Financial Handbook and relevant policies.
Implementing and maintaining financial control mechanisms to mitigate risks and prevent corruption.
Overseeing overall budget control, monitoring cash flows, and analyzing expenditures.
Collaborating with program managers to develop and propose budgets for various projects.
Coordinating the preparation and consolidation of project budgets, including both program and support costs.
Monitoring monthly allocations for support and staff costs to ensure financial accuracy.

Ensuring compliance with donor requirements and facilitating audits as necessary. 1

Required Qualifications: Candidates for the Finance Manager position must possess the following qualifications:
A Master’s degree or certification as an accountant.
A minimum of 3 years of experience in a senior financial management role, preferably within a humanitarian or recovery context.
Proven experience in managing finances in complex and volatile environments.
Documented results related to the responsibilities of the position.
Strong leadership skills and the ability to work effectively with diverse teams.
Proficiency in modern accounting systems and computer software relevant to financial management.
Knowledge of the context in Haiti is considered an asset.
Experience with organizational start-ups, exits, or similar transitions, including establishing new systems and procedures.
Educational Background: The ideal candidate for the Finance Manager position should have a Master’s degree in finance, accounting, business administration, or a related field. Certification as a professional accountant is highly desirable. This educational background provides the necessary theoretical knowledge and practical skills required for effective financial management in a humanitarian context.
Experience: The position requires a minimum of 3 years of relevant experience in financial management, specifically in a senior role within a humanitarian or recovery setting. Candidates should have a track record of managing finances in challenging environments, demonstrating their ability to navigate complex financial situations and implement effective financial controls.
Languages: Fluency in both French and English is mandatory, with strong written and verbal communication skills in both languages. Knowledge of Haitian Créole is considered an advantage, as it will facilitate communication within the local context and enhance engagement with stakeholders.
Additional Notes: This position is based in Port-au-Prince, Haiti, and is offered as a fixed national contract for a duration of 12 months, with the possibility of renewal subject to funding and performance evaluations. The role may require travel to various areas of intervention within Haiti, estimated at 20% of the time. The salary and benefits are aligned with NRC’s grade 9 salary scale, which includes comprehensive terms and conditions.
