Job Overview:
The Multisectorial Manager is tasked with implementing and achieving the objectives outlined in operational proposals. This role involves overseeing operational teams assigned to various programs, ensuring the quality and performance of activities, and making necessary adjustments to maintain relevance in a rapidly changing environment. The position is critical as SI has established its operational presence in Gaza, focusing on the WASH sector and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods (FSL) initiatives. The manager will face challenges such as working with national teams that may have limited humanitarian experience and adapting to a dynamic field environment. The role requires strong logistical planning and coordination with partners, suppliers, and communities to execute distributions effectively. The first few months will involve kick-starting new grants, organizing the arrival of international goods, and developing a clear distribution strategy while scaling up the team and providing necessary training and support.

Duties and Responsibilities:
  • Implement and achieve objectives defined in operational proposals.
  • Oversee operational teams and ensure quality performance of program activities.
  • Propose adjustments to programs as necessary to maintain relevance.
  • Plan and execute distributions in coordination with partners and communities.
  • Kick-start new grants, including conducting kick-off meetings and preparing monitoring tools.
  • Organize and manage the arrival of international goods.
  • Develop and implement a distribution strategy.
  • Scale up the team and provide guidance and training to national staff.
  • Monitor and evaluate program quality and adapt to changing field conditions. 1
  • Ensure compliance with security protocols in a high-risk environment.

Required Qualifications:
  • Solid experience in Basic Need emergency/early recovery programming and distribution.
  • Good command of the project cycle.
  • Experience in organizing distributions in tense contexts is an asset.
  • Experience in partnerships, preferably with local organizations.
  • Strong analytical skills and a proactive, solution-oriented approach to work.
  • Experience in protracted crisis contexts, with the ability to switch between short, medium, and long-term solutions.
  • Proficiency in MS Office, particularly Excel; GIS knowledge is desirable.
  • Solid management skills and experience.
  • Strong organizational and interpersonal communication skills. 1
  • Ability to work under pressure and adapt to rapidly changing environments. 1
  • Previous experience with SI or similar organizations is an asset. 1
  • Prior experience working in Palestine is an asset.

Educational Background:
A relevant degree in humanitarian studies, international relations, or a related field is preferred. Additional certifications in project management or emergency response may be beneficial.

Experience:
0-2 years of experience in the humanitarian sector and on similar positions are required. Candidates should demonstrate a willingness to learn and adapt quickly to the challenges of the role.

Languages:
Fluency in English, both written and spoken, is mandatory. Proficiency in Arabic is considered an asset, enhancing communication with local communities and partners.

Additional Notes:
This position is a short-term contract based in Deir-el-Balah, Gaza. The salary starts from 2310 EUR gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses. The role includes a break system of 7 working days every three months, with an additional rest day per month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions have improved post-ceasefire, with basic food items available in markets, although prices may be high. The office and guesthouse are solar-powered, with occasional electricity shortages, and internet access is available with limited interruptions.
