Job Overview:
The UN Volunteer will support the planning and implementation of UNICEF Lao PDR’s Education Programme, which aims to address significant challenges in the education sector, particularly in foundational learning and skills development for children and adolescents. The role involves working closely with the Chief of Education and the Education team to enhance the capacity of government and implementing partners to fulfill children's rights. The volunteer will engage in both national and sub-national levels, contributing to the development of policies, curriculum, and educational standards while promoting cross-sectoral approaches to improve learning outcomes. The position also requires collaboration with various stakeholders, including government institutions, NGOs, and community organizations, to ensure effective service delivery and community empowerment.

Duties and Responsibilities:
The UN Volunteer will undertake several key tasks, including providing technical and operational support to the Education Programme, focusing on foundational learning and skills development. This involves planning, budgeting, implementing, monitoring, and reporting on key programme activities, as well as integrating innovative solutions to enhance learning outcomes. The volunteer will contribute to capacity building for teachers and school leadership, monitor and evaluate education initiatives, and support knowledge management in the education sector. Additionally, the volunteer will facilitate education sector coordination and partnerships, promote learning exchanges, and document best practices for advocacy and resource mobilization. Other responsibilities may include contributing to annual planning, developing funding proposals, and participating in donor visits.

Required Qualifications:
Candidates should possess strong technical expertise in education, particularly in foundational learning and skills development. They should demonstrate adaptability, flexibility, and a commitment to UNICEF's mission. Excellent communication skills, creativity, and professionalism are essential, along with the ability to work collaboratively in a multicultural environment. Knowledge of educational policies and practices, as well as experience in capacity building and stakeholder engagement, will be highly valued. The role requires a proactive approach to problem-solving and a strong understanding of the challenges faced in the education sector in Lao PDR.

Educational Background:
A relevant educational background is required, typically a degree in education, social sciences, or a related field. Advanced degrees or specialized training in education policy, curriculum development, or program management may be advantageous. Candidates should have a solid understanding of educational systems and practices, particularly in developing contexts.

Experience:
The position requires a minimum of 2-3 years of relevant experience in education, program management, or a related field. Experience working with international organizations, government agencies, or NGOs in the education sector is preferred. Familiarity with monitoring and evaluation processes, data analysis, and knowledge management in education will be beneficial.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Lao or other local languages is considered an asset, as it can enhance communication with local stakeholders and communities. Proficiency in additional languages may also be advantageous, depending on the context of the work.

Additional Notes:
The UN Volunteer position is based in Vientiane, the capital city of Laos, and involves field missions to support program implementation. The assignment is in a multi-cultural environment with around 70 staff members. The position is full-time and may require travel to various provinces. The volunteer will receive a living allowance, family allowance, and health and life insurance. The workplace is located near the Mekong River, with various accommodation options available. The office supports international staff and their families, including assistance with schooling for children. Selected candidates may be subject to Covid-19 vaccination requirements as per the host entity's policy.
