Job Overview: The position of National Consultant on ESCO (European Classification of Skills, Competences, Qualifications and Occupations) is crucial for the UNDP's project aimed at promoting agricultural development and quality employment for vulnerable populations in Moldova. The consultant will be responsible for conducting detailed CORM–ESCO mapping and ensuring that the technical structuring and validation of mapping outputs align with EU interoperability and EURES technical standards. This role requires a deep understanding of the European Classification of Skills and the ability to translate complex data into actionable insights that can inform policy and practice. The consultant will work closely with various stakeholders, including government agencies, educational institutions, and industry representatives, to ensure that the mapping process is comprehensive and meets the needs of the local labor market. The consultant will also be expected to provide recommendations based on the findings of the mapping exercise, contributing to the development of a more skilled and employable workforce in Moldova.
Duties and Responsibilities:
Conduct a comprehensive analysis of the existing skills and qualifications in Moldova in relation to the ESCO framework.
Develop a detailed mapping of the CORM (Competence, Occupation, Role, and Module) to the ESCO classifications.
Validate the mapping outputs through consultations with relevant stakeholders, ensuring accuracy and relevance.
Prepare technical reports and documentation that outline the mapping process, findings, and recommendations.
Collaborate with UNDP and other partners to ensure that the mapping aligns with EU standards and best practices.
Facilitate workshops and training sessions to disseminate findings and gather feedback from stakeholders.
Provide ongoing support and expertise throughout the project lifecycle, addressing any challenges that arise during the mapping process.
Ensure that all deliverables are completed on time and meet the quality standards set by UNDP.
Required Qualifications:
Proven expertise in skills classification systems, particularly the ESCO framework.
Strong analytical skills with the ability to interpret complex data and provide actionable insights.
Excellent communication and interpersonal skills, with experience in stakeholder engagement.
Familiarity with the labor market dynamics in Moldova and the broader European context.
Ability to work independently and manage multiple tasks effectively.
Educational Background: A Master's degree in a relevant field such as Education, Human Resources, Social Sciences, or a related discipline is required. Additional certifications in skills development or labor market analysis would be an advantage.
Experience: A minimum of 5 years of professional experience in skills mapping, labor market analysis, or a related field is required. Experience working with international organizations, particularly in the context of EU projects, is highly desirable. Proven track record of successfully completing similar assignments will be an asset.
Languages: Fluency in English is mandatory. Proficiency in Romanian and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the mapping process.
Additional Notes: This position is offered as an individual contractor role under the UNDP procurement process. The contract duration and specific terms will be discussed upon selection. The consultant is expected to work full-time during the assignment period, with flexibility in working hours as needed to accommodate stakeholder consultations. Compensation will be commensurate with experience and in line with UNDP standards.
