Job Overview: The Evaluation Consultant will be responsible for conducting the final evaluation of the UN Cooperation Framework (UNCF) for the period of 2023-2027, which covers the collective contributions of the UN Country Team (UNCT) in Moldova. The position requires collaboration with various stakeholders, including the Evaluation Manager and government counterparts, to ensure the integration of UN programming principles throughout the evaluation process. The ultimate goal is to produce high-quality deliverables that provide evidence-based findings and actionable recommendations for future frameworks.
Duties and Responsibilities: The consultant will develop and implement a mixed-methods evaluation methodology, including an inception report and evaluation matrix. Responsibilities include conducting a desk review of relevant documents, leading data collection through interviews and focus groups, and analyzing the UNSDCF's Theory of Change. The consultant will ensure the integration of UN programming principles throughout the evaluation and produce high-quality deliverables such as the Inception Report, Preliminary Findings presentation, and Draft and Final Evaluation Reports. Collaboration with the Evaluation Manager, Evaluation Steering Committee, UNCT, and other stakeholders is essential to the role.
Required Qualifications: Candidates must possess an advanced university degree (Master’s level or higher) in evaluation or a relevant field such as international development, economics, or social sciences. A minimum of ten years of experience in designing and leading evaluations of UNSDCF or UN agency Country Programmes is required. Extensive knowledge of qualitative and quantitative evaluation methods, as well as familiarity with UNEG Norms and Standards, is essential. Strong experience in UN programming principles, including human rights and gender equality, is also required. Previous experience in Eastern Europe or specifically in Moldova is considered an asset.
Educational Background: An advanced university degree (Master’s level or higher) in evaluation or a field relevant to the Cooperation Framework priority areas is required. This could include disciplines such as international development, economics, political science, public administration, or social sciences.
Experience: Candidates should have a minimum of ten years of experience in designing and leading evaluations, particularly related to UNSDCF or UN agency Country Programmes. This experience should include extensive knowledge of evaluation methods and familiarity with UN programming principles.
Languages: An excellent command of English is mandatory for this position. Knowledge of Romanian and/or Russian is considered an asset, enhancing the consultant's ability to engage with local stakeholders and documents.
