Job Overview: The Programme Analyst position is integral to the effective management of UNFPA's activities in the Republic of Moldova, particularly in the areas of gender-based violence (GBV) prevention, women's empowerment, and social norms change. The role involves analyzing and assessing political, social, and economic trends to guide the delivery of UNFPA's programs. The Programme Analyst will work closely with the UNFPA Programme Analyst on GBV and the Programme Analyst on Gender/GBV, contributing to project formulation, evaluation, and monitoring. This position requires a proactive approach to identifying opportunities for UNFPA assistance and intervention, ensuring that programs are aligned with national development frameworks and responsive to the needs of the population. The Programme Analyst will also play a key role in advocacy and resource mobilization efforts, establishing collaborative relationships with various stakeholders to facilitate the successful implementation of projects.
Duties and Responsibilities: The Programme Analyst will be responsible for a wide range of duties, including: Participating in the formulation of the country programme and component projects by compiling and analyzing relevant information, drafting project documents, and preparing statistical data. Evaluating project and programme activities to systematically assess achievements and recommend corrective actions as necessary. Conducting field visits and participating in review meetings and evaluation missions, providing regular inputs to status and progress reports. Analyzing and interpreting the political, social, and economic environment to identify opportunities for UNFPA assistance. Preparing briefs and inputs for policy dialogue and technical assistancecoordination. Assessing the implications of new policy developments on programme execution and ensuring their integration into ongoing projects. Establishing collaborative relationships with executing agencies, government counterparts, and other UN agencies to facilitate timely project delivery. Assisting in implementing knowledge management strategies to capture lessons learned and best practices. Supporting advocacy and resource mobilization efforts by maintaining a network of donor and public information contacts and organizing donor meetings and public information events.
Required Qualifications: Candidates must possess an advanced degree in human rights, public management, law, or a related social science field. Knowledge and experience in gender/GBV prevention, response, and risk mitigation are essential, with up to two years of professional experience in programme or project management being desirable. Practical experience in the design, monitoring, and evaluation of development and humanitarian projects is required, along with proficiency in office software packages and web-based management systems. Candidates should demonstrate a strong understanding of gender equality and gender norms, particularly in the context of humanitarian response programs.
Educational Background: An advanced degree in human rights, public management, law, or a related social science field is required for this position. This educational background provides the necessary theoretical framework and analytical skills needed to address complex issues related to gender-based violence and women's empowerment.
Experience: The ideal candidate should have up to two years of professional experience in the field of gender/GBV prevention, response, and risk mitigation. Experience in programme or project management is desirable, particularly in areas related to gender equality and humanitarian response. Languages: Fluency in English and Romanian is mandatory for this position.
