Job Overview:
The Deputy Head of Mission (DHoM) plays a crucial role in the OSCE Mission to Moldova, working under the direct supervision of the Head of Mission (HoM). The DHoM is responsible for coordinating and supervising the daily operations of the Mission, supporting the HoM in implementing strategic guidance, and acting as a Senior Policy Advisor. This position requires strong leadership and management skills, as well as the ability to oversee various aspects of the Mission's operations, including political reporting, programme management, and external relations. The DHoM will also be involved in representing the Mission with embassies, international organizations, and NGOs, ensuring that the Mission's objectives are met effectively and efficiently. The role demands a high level of professionalism, diplomatic skills, and the ability to work under pressure in a challenging environment.

Duties and Responsibilities:
The DHoM's duties include overseeing and managing the daily implementation of the Mission's plans and priorities, supervising Programme Managers, and directly managing the Press and Tiraspol offices. The DHoM will gather inputs and report on the Mission's activities, budget, and administrative matters to the HoM. Additionally, the DHoM will oversee political-reporting and monitoring work, represent the Mission in various external engagements, and act as an alternate for the HoM in their absence. The DHoM is also responsible for fostering collaboration among team members and addressing any interpersonal conflicts that may arise, ensuring a cohesive working environment.

Required Qualifications:
Candidates must possess excellent leadership and management skills, strong communication and drafting abilities, and a solid understanding of regional political history. They should have experience in programme management, analytical report preparation, and knowledge of OSCE principles. Additionally, candidates must demonstrate strong interpersonal skills, organizational capabilities, and the ability to work effectively in a multicultural environment. A commitment to gender awareness and sensitivity is also essential.

Educational Background:
A second-level university degree in political sciences, public or law" style="border-bottom: 1px dotted #007bff !important;">international law, international relations, or a related field is required. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree.

Experience:
Candidates should have a minimum of 10 years of relevant, diversified, and progressively responsible professional experience, including at least 5 years at a management level relevant to the position. Experience in international negotiations and field operations for multinational organizations is highly desirable.

Languages:
Professional fluency in English is mandatory, with the ability to draft and edit documents clearly and concisely. A working knowledge of Russian is also required, enabling candidates to conduct substantive business in this language. Knowledge of Romanian is considered an asset.

This position is classified as a senior management role and is offered on an international secondment basis.
