The organization is actively involved in addressing the gendered impacts of the war and strengthening institutions for inclusive recovery and reconstruction, aligning its work with the UN Transitional Framework and the UN Women Strategic Plan 2026-2029.

Job Overview:
The National Consultant on Gender-Responsive Budgeting (GRB) will provide expert technical and capacity development support to the Government of Ukraine in implementing GRB to promote gender-responsive recovery. The consultant will be responsible for strengthening GRB planning and implementation at all levels, providing policy advice and methodological guidance, conducting gender analyses of budget policies and programs, supporting capacity building and advocacy, and integrating gender equality into recovery and reconstruction financing processes. The consultant will report to the Programme Management Specialist and will work closely with the Programme Analyst on contract and payment issues. This role is crucial in ensuring that public resources equitably address the needs of all genders and contribute to the achievement of gender equality in Ukraine's recovery efforts.

Duties and Responsibilities:
  • Provide expert advice on the design and implementation of GRB interventions at national and subnational levels, integrating gender equality principles into budget planning processes.
  • Support the National Women’s Machinery, Ministry of Finance, and other governmental partners in strengthening the legal and policy framework for GRB, including reviewing draft legislation and preparing technical notes.
  • Offer technical support to enhance gender mainstreaming in public investment planning and International Technical Assistance processes, including developing gender-sensitive assessment criteria.
  • Deliver training and mentoring to governmental partners on applying gender analysis in budgeting and sectoral planning.
  • Facilitate collaboration among various stakeholders to promote coherent GRB implementation and support multi-stakeholder consultations.
  • Document emerging practices and contribute to analytical inputs and programme documentation as required.

Required Qualifications:
The position requires an advanced (Masters) degree in Public Policy and Administration, Public Finance, Economics, Social Sciences, or a related field. Candidates must have a minimum of 2 years of relevant work experience in gender equality and women's empowerment, gender-responsive budgeting, or related fields. Proven experience in conducting gender analysis of normative and policy documents, providing advisory support on GRB to government institutions, and coordinating activities among multiple stakeholders is essential. Experience with the Ministry of Finance and UN agencies will be considered an asset.

Educational Background:
Candidates must possess an advanced (Masters) degree in a relevant field such as Public Policy and Administration, Public Finance, Economics, or Social Sciences. This educational background is critical for understanding the complexities of gender-responsive budgeting and public financial management.

Experience:
The consultant should have a minimum of 2 years of relevant work experience after obtaining their Master's degree. This experience should include work in gender equality and women's empowerment, gender-responsive budgeting, and providing technical support to government institutions. Experience in coordinating activities among various stakeholders and working with UN agencies will be advantageous.

Languages:
Fluency in Ukrainian is required, along with a working level of verbal and written English. Proficiency in additional languages may be beneficial but is not mandatory.

Additional Notes:
This is a home-based consultancy position, with occasional travel to training locations within Ukraine, contingent upon obtaining security clearance. The assignment requires intermittent presence at UN Women premises. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
