Job Overview: The Technical Officer for Child Health will play a crucial role in the EpiC MNCH+N Project in Mozambique, specifically focusing on improving maternal, neonatal, and child health outcomes. This position involves working closely with government partners to foster a culture of quality improvement in health services. The officer will be responsible for planning and implementing clinical activities in both health facilities and community settings. This includes providing technical support and training to government and partner organizations, ensuring that health care providers are equipped with the necessary skills and knowledge to deliver high-quality care. The role also requires monitoring the quality of training and care delivery initiatives, making it essential for the officer to have a strong background in clinical care and public health, particularly in maternal and child health.
Duties and Responsibilities: The Technical Officer will support the Senior Technical Officer in ensuring the quality of clinical services in health facilities and communities. Key responsibilities include developing a training and adoption strategy to enhance the capacity of district and health facility staff, ensuring adherence to standard operating procedures, and collaborating with project teams to implement service strengthening activities. The officer will participate in provincial-level technical working groups, manage monitoring data for clinical indicators, and contribute to the development of work plans and reports required by the U.S. Department of State. Additionally, the officer will ensure that all activities are integrated and aligned with project goals, fostering collaboration among team members and stakeholders.
Required Qualifications: Candidates must be a medical doctor or a Senior Nurse with training in public health. A minimum of 4 years of experience in clinical care and public health is required, particularly in maternal and child health programs. Experience in designing and implementing training at the district and health facility levels is essential, along with a proven ability to establish effective working relationships with government personnel and community stakeholders. Strong oral and written communication skills in Portuguese are mandatory, and knowledge of the local language is advantageous. Candidates should also possess excellent organizational and analytical skills, the ability to work under pressure, and proficiency in computer software programs such as Word, Excel, and PowerPoint.
Educational Background: The position requires a medical degree or a nursing qualification with a focus on public health. Additional certifications or training in maternal and child health will be considered an asset. Continuous professional development in relevant areas is encouraged to ensure the officer remains updated with best practices in child health.
Experience: The ideal candidate should have at least 4 years of relevant experience in clinical care and public health, specifically within maternal and child health programs. Experience working in the provinces of Nampula or Zambezia is highly desirable, as it demonstrates familiarity with the local health systems and challenges.
Languages: Fluency in Portuguese is mandatory for this position, as it is the primary language of communication in the health sector in Mozambique. Knowledge of local languages would be considered an advantage, enhancing communication with community members and stakeholders.
Additional Notes: This position is based in Quelimane, Zambezia, and may require travel up to 50% of the time. The role is full-time and involves a combination of office work and field activities in healthcare settings.
