Job Overview: The Technical Officer, Monitoring and Evaluation (M&E) will play a crucial role in the EpiC MNCH project, which aims to enhance maternal, neonatal, and child health outcomes in Mozambique. This position involves working closely with government partners to foster a culture of quality improvement within health systems. The M&E Technical Officer will be responsible for implementing the M&E work plan at the provincial level, ensuring compliance with monitoring and evaluation standards set by various stakeholders including the U.S. Department of State and the Ministry of Health. The role requires collaboration with project technical teams and implementation partners to ensure effective data management and reporting, ultimately contributing to the project's success in improving health outcomes.
Duties and Responsibilities: The duties of the M&E Technical Officer include implementing the EpiC MNCH project M&E work plan at the provincial level, collaborating with the M&E Advisor to ensure accountability to donors and government partners, and providing hands-on training and technical mentoring to local partners. Responsibilities also encompass the interpretation and application of health indicators, development of M&E plans, establishment of monitoring systems, and preparation of quarterly reports. The officer will conduct regular mentoring visits to health facilities, ensuring compliance with standards, and will be involved in data quality assessments and the verification of monthly data provided by partners. Additionally, the officer will consolidate provincial data, maintain community partner data management systems, document lessons learned, and participate in district meetings to enhance data utilization among providers.
Required Qualifications: Candidates must possess a Bachelor's degree in statistics, geography, mathematics, public health, social sciences, or related fields. A minimum of four years of experience working with health facilities is required, with familiarity in maternal, neonatal, and child health (MNCH) and nutrition program registration tools being advantageous. Proficiency in SISMA is essential, and prior experience with NGOs is mandatory. The role demands experience in data quality control initiatives, report preparation for teams and donors, and training of community-based organizations (CBOs). Proficiency in Microsoft Office applications is required, and knowledge of statistical packages such as SPSS, STATA, or EpiInfo is a plus.
