Job Overview:
The Program Officer position is part of the EpiC MNCH+N Project in Mozambique, specifically focused on enhancing maternal, neonatal, and child health outcomes. The role involves providing administrative, programmatic, and logistical support to ensure the effective implementation of the project. The Program Officer will work closely with government partners to foster a culture of quality improvement in health services. This position requires collaboration with various stakeholders, including technical staff and partners, to facilitate project activities and ensure compliance with organizational policies. The Program Officer will also be responsible for monitoring project progress and reporting on key indicators, making this role crucial for the success of the EpiC project.

Duties and Responsibilities:
The Program Officer will have a wide range of responsibilities, including responding to programmatic, financial, administrative, and logistical needs from senior management. They will act as the main point of contact for the designated province and facilitate the implementation of the EpiC project. Key duties include supporting the planning and execution of technical assistance visits, assisting in the preparation of budgets, ensuring compliance with FHI 360 policies, and developing strategic partnerships. The Program Officer will coordinate program implementation, monitor key indicators, and promote institutional capacity building activities. Additionally, they will support the design of Memoranda of Understanding to formalize partnerships and perform other duties as assigned by their supervisor.

Required Qualifications:
Candidates must possess a Bachelor's degree in social sciences, business/project administration, management, or related fields. A minimum of four years of experience in program development is required, with a preference for candidates who have worked on health projects. Strong computer skills, particularly in Microsoft Office applications, are essential. Excellent oral and written communication skills in both Portuguese and English are mandatory, along with proven experience in community and clinical services. Candidates should also have experience in grant design and the ability to interact effectively with various stakeholders, including donors and government partners.

Educational Background:
The educational requirement for this position is a Bachelor's degree in relevant fields such as social sciences, business/project administration, or management. This educational background is essential for understanding the complexities of program development and implementation in the health sector.

Experience:
The position requires more than four years of relevant experience, particularly in program development and management. Experience working with health projects is considered an advantage, as it provides the necessary context for the responsibilities of the Program Officer. Candidates should demonstrate a solid track record of managing projects and collaborating with various stakeholders.

Languages:
Fluency in both English and Portuguese is mandatory for this position. Strong communication skills in these languages are essential for effective collaboration with team members, partners, and stakeholders in the project. Additional language skills may be considered an asset but are not required.

Additional Notes:
This position is based in Quelimane, Zambezia, and may require travel up to 25% of the time. The role is full-time, and candidates should be prepared for a typical office environment, which may involve extended periods of computer use.
