Job Overview: The Monitoring, Evaluation and Learning (MEL) Officer plays a crucial role in implementing monitoring, evaluation, and learning activities as outlined in the MEL unit action plan. This position involves validating data and means of verification on an ongoing basis, supporting program teams with data analysis and presentation, and developing logical frameworks for various projects. The MEL Officer is expected to ensure compliance with NRC policies and guidelines, prepare status reports for management, and maintain proper filing of MEL documents. Additionally, the officer will contribute to the country strategy process and the development of the MEL strategy, ensuring that projects target the most vulnerable participants and exploring innovative ways to assist them. The role also includes promoting safe and inclusive programming standards and advocating for the rights of internally displaced persons (IDPs) and returnees.
Duties and Responsibilities: The MEL Officer's duties include implementing delegated monitoring and learning activities according to the agreed work plan, preparing and developing status reports as required, ensuring proper data validation and quality assurance, and supporting the MEL unit in leading learning activities alongside program teams. The officer will also be responsible for updating data collection tools, validating program data, conducting regular field visits to project activities, and providing timely and accurate MEL data for internal and external reporting. Furthermore, the MEL Officer will analyze project information to identify trends or gaps relevant to programs and support the head of the unit in any related MEL tasks.
Required Qualifications: Candidates must possess a Bachelor's degree in statistics, economics, international development, or a related social science field. They should have experience working in Monitoring and Evaluation within a humanitarian or recovery context, with documented results related to the position's responsibilities. Fluency in English, both written and verbal, is essential, along with computer literacy. The ideal candidate will have relevant tertiary qualifications and at least three years of relevant experience, preferably in Monitoring and Evaluation and Data Management. Strong communication and interpersonal skills, organizational abilities, and knowledge of NGO operations and the humanitarian sector are also required.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field such as statistics, economics, international development, or any related social science discipline. This foundational education is critical for understanding the complexities of monitoring and evaluation in humanitarian contexts.
Experience: The position requires a minimum of three years of relevant experience, particularly in Monitoring and Evaluation and Data Management. Candidates should have prior experience working in complex and volatile contexts, demonstrating their ability to adapt and perform effectively in challenging environments.
Languages: Fluency in English is mandatory, both written and verbal. Additionally, fluency in Arabic is also required, as it is essential for effective communication within the local context and with stakeholders.
Additional Notes: This position is a 6-month contract with a working schedule of 38 hours per week, from Sunday to Thursday. The salary and benefits are based on NRC’s salary scale and terms and conditions, specifically for the Gaza duty station.
