Job Overview: The National Consultant Macro-economic forecasting expert will play a crucial role in providing advisory guidance to national authorities in Moldova. This position is part of the 'Advanced Cross-River Capacities for Trade' Project (Phase II), which aims to enhance macroeconomic forecasting capabilities and strengthen institutional capacity for evidence-based policy analysis. The consultant will be expected to work closely with government officials and stakeholders to improve coordination arrangements for macroeconomic forecasting, ensuring that policies are informed by accurate and timely economic data. The role involves analyzing economic trends, developing forecasting models, and providing recommendations to enhance the effectiveness of economic policies. The consultant will also be responsible for capacity building, training government staff, and facilitating workshops to promote best practices in macroeconomic analysis.
Duties and Responsibilities:
Provide expert advice on macroeconomic forecasting methodologies and practices to national authorities.
Analyze economic data and trends to develop accurate macroeconomic forecasts.
Collaborate with government officials to strengthen coordination arrangements for macroeconomic forecasting.
Support institutional capacity building for evidence-based policy analysis through training and workshops.
Prepare detailed reports and presentations on macroeconomic forecasts and policy recommendations.
Engage with stakeholders to promote understanding and utilization of macroeconomic forecasts in policy-making.
Monitor and evaluate the impact of macroeconomic policies and provide feedback for continuous improvement.
Ensure compliance with UNDP procurement processes and guidelines throughout the assignment.
Required Qualifications:
Advanced degree in economics, finance, or a related field.
Proven experience in macroeconomic forecasting and analysis.
Strong analytical skills with the ability to interpret complex economic data.
Excellent communication skills, both written and verbal, in English and Romanian.
Familiarity with UNDP procurement processes and guidelines is an advantage.
Ability to work collaboratively with government officials and stakeholders.
Strong organizational skills and attention to detail.
Educational Background: Candidates must possess an advanced degree (Master's or PhD) in economics, finance, or a closely related field. A strong academic background in quantitative methods and economic modeling is essential, as well as familiarity with statistical software and forecasting tools.
Experience: A minimum of 5 years of relevant professional experience in macroeconomic forecasting, policy analysis, or related fields is required. Experience working with government institutions or international organizations is highly desirable. The candidate should demonstrate a track record of successfully delivering similar projects and providing expert advice to policymakers.
Languages: Fluency in English and Romanian is mandatory. Knowledge of Russian or other languages is considered an asset, as it may facilitate communication with a broader range of stakeholders in Moldova.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time during the assignment period, with flexibility in working hours as needed. Compensation will be based on the UNDP salary scale for individual contractors, and benefits may include professional development opportunities and access to UNDP resources.
