Job Overview:

The expert will be responsible for analyzing the compliance of Member States with these sanctions and providing recommendations for improved implementation. The expert will prepare reports, deliver briefings, and engage with Member States to gather information and promote awareness of sanctions measures. The position is expected to become available in August 2026, with an initial contract duration of 12 months, and may involve extensive travel to various locations, including hazardous environments.

Duties and Responsibilities:
The expert will have a wide range of responsibilities, including but not limited to: contributing to reports on the implementation of sanctions measures by Member States; preparing assessments on the threats posed by ISIL, Al-Qaida, and the Taliban; delivering briefings on sanctions regimes; analyzing information on the activities of these groups; consulting with Member States to gather information on non-compliance; facilitating information sharing among intelligence and security services; assisting the Ombudsperson; reviewing names on Sanctions Lists; supporting capacity-building efforts; and ensuring that reports adhere to high standards of evidence. The expert will also participate in missions to gather information and will be responsible for drafting correspondence and maintaining organized records of the Monitoring Team's work.

Required Qualifications:
Candidates must possess an advanced university degree in security studies, political science, international relations, law, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of ten years of progressively responsible experience in counter-terrorism, risk analysis, and threat assessment, including at least three years of field experience. Strong field research or investigative experience is required, along with proven skills in writing high-quality reports and navigating complex political environments. A demonstrated understanding of sanctions regimes is highly desirable, as is experience working within the United Nations framework.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as security studies, political science, international relations, or law. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. This educational foundation is critical for understanding the complexities of international relations and the specific challenges associated with counter-terrorism and sanctions enforcement.

Experience:
Candidates should have a minimum of ten years of relevant experience, which must include at least three years of field experience in counter-terrorism, risk analysis, and threat assessment. This experience should be gained in international or regional organizations, government, or security-related professions. Strong field research or investigative experience is essential, as is the ability to produce high-quality analytical reports. Experience in the Middle East and North Africa is also desirable, as it provides context for understanding the regional dynamics of terrorism and sanctions.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations. Fluency in Arabic is highly desirable, given the focus on Middle Eastern issues related to ISIL and Al-Qaida. A working knowledge of another UN language would be considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
