Job Overview:
The position of Expert for the Analytical Support and Sanctions Monitoring Team involves contributing to the implementation of sanctions regimes concerning ISIL (Da'esh), Al-Qaida, and the Taliban. The expert will work closely with the Monitoring Team, which consists of ten experts with extensive knowledge and experience in relevant areas. The role requires the expert to report to the Sanctions Committees and the Security Council, providing analytical support and recommendations for improved implementation of sanctions measures. The expert will also engage with Member States, gather information, and contribute to the Monitoring Team's understanding of the evolving threats posed by these groups. This position is expected to become available in August 2026, with an initial contract duration of 12 months, and may involve extensive travel to various locations, including hazardous environments.

Duties and Responsibilities:
The expert will be responsible for a wide range of duties, including but not limited to: contributing to reports on the implementation of sanctions measures by Member States; preparing and delivering briefings on sanctions regimes; analyzing information related to ISIL, Al-Qaida, and the Taliban's activities; consulting with Member States to gather information on non-compliance; and assisting the Ombudsperson in their mandate. The expert will also participate in missions to gather information from various stakeholders, draft correspondence, and classify and archive materials obtained during the Monitoring Team's work. Additionally, the expert will be expected to submit an End of Assignment Report at the end of their mandate and undertake other duties as requested by the Secretariat.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in security/military/strategic studies, political science, international relations, law, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in counter-terrorism, risk analysis, and threat assessment is required, including at least three years of field experience. Strong field research or investigative experience, as well as experience in writing high-quality reports, is essential. Proven interpersonal skills in complex political environments are also required, along with a demonstrated understanding of sanctions regimes in a UN or regional organization context.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as security studies, political science, international relations, or law. A first-level university degree may be accepted in conjunction with additional qualifying experience, emphasizing the importance of formal education in understanding the complexities of international security and sanctions.

Experience:
The position requires a minimum of ten years of progressively responsible experience in areas related to counter-terrorism, risk analysis, and threat assessment. This experience should include at least three years of field experience, demonstrating the candidate's ability to operate effectively in diverse and challenging environments. Strong field research or investigative experience is also necessary, along with a proven track record of producing high-quality reports and analyses.

Languages:
Fluency in English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.

This consultancy position is classified as level C, as defined in the Secretariat Administrative Instruction on Consultants and Individual Contractors.
